Summary of review and consultation process

 

Following consultation with harness racing industry participants, it was identified that a review of harness racing unit standards was required as current industry practices and requirements were not sufficiently met by the standards in their current form.  A working party was formed by Harness Racing New Zealand Inc with representatives from trainers, drivers, owners, and regional training officers to address the expressed concerns of industry participants.  It was acknowledged that industry practices had evolved since the last review and some unit standards currently registered on the framework needed amending, some needed to be designated expiring, and new unit standards were needed in the domains of Harness Racing, Equine Training, and Equine Industry to keep abreast of new technology, current industry practices, and Occupational Health and Safety requirements within industry.  These developments were recognised as imperative to ensure industry trainees were offered the best possible training opportunities to succeed in the harness racing industry.

 

Main changes resulting from the review

 

·                Unit standards 1596, 1597, 1598, 1599, 1600, 1601, and 1602 have been amended, including change of title for unit standards 1596, 1598, 1599, and 1601.

·                Level of unit standard 1602 has been reduced from 3 to 2 to reflect the learning demand.

·                The credit value has been increased for unit standards 1596 and 1601 to more accurately reflect the time taken to reach competence.

·                Unit standards12556 are 20619 are expiring as they no longer meet industry needs.

·                New unit standards have been developed and registered in the Harness Racing, Equine Industry, and Equine Training domains.

·                The prerequisite for unit standard 1599 has been replaced by unit standard 23969 to better reflect licensing procedure.
