Tranzqual ITO has completed the review of the qualifications listed above.
Replacement qualifications
While not a direct replacement, optional strands were added to version 2 of the National Certificate in Goods Service (Heavy Vehicle Driver) [Ref: 1228] as a result of the simultaneous review of the National Certificate in Transportation of Bulk Dangerous Goods by Road [Ref: 1229], National Certificate in Transportation of Livestock by Road [Ref: 1230], and National Certificate in Transportation of Perishable Products by Road [Ref: 1231]. All three of those qualifications have been designated expiring as a result of this review. The specialist content of the expiring qualifications was used to construct the optional strands on 1228.
Date new versions published April 2008
The next qualification review is planned to take place during 2013.
Summary of review and consultation process
Tranzqual ITO initiated the review in November 2006 because industry indicated that the qualifications were not meeting requirements in terms of pathways or core skills. Consequently, two extensive consultation rounds were completed during 2007 to establish the way forward for the Commercial Road Transport qualifications.
While there had been some uptake of version 1 of the National Certificate in Goods Service (Heavy Vehicle Driver) [Ref: 1228], the majority of candidates were still enrolling in the expiring National Certificate in Commercial Road Transport (Goods Service) with strands in Heavy Rigid Vehicle Driver, and Heavy Combination Vehicle Driver, and optional strands in Dairy Industry Transport, Log Transport, Overdimension and Overweight Load Transport, Bulk Flammable Liquids Transport, Bulk Gases Transport, Bulk Liquefied Petroleum Gas Transport, and Civil Construction Transport [Ref: 0680].
The compulsory section of the National Certificate in Commercial Road Transport (Goods Service) with strands [Ref: 0680] was replaced by the National Certificate in Goods Service (Heavy Vehicle Driver) [Ref: 1228] and the National Certificate in Goods Service (Core Skills) with optional strands in Dangerous Goods, and Forklifts [Ref: 1227] in March 2006: http://www.nzqa.govt.nz/nqfdocs/summaries/2006/mar06/revsummar06-11.html.
Specialist qualifications were also registered as a result of that review:
· National Certificate in Transportation of Bulk Dangerous Goods by Road [Ref: 1229]
· National Certificate in Transportation of Livestock by Road [Ref: 1230]
· National Certificate in Transportation of Perishable Products by Road [Ref: 1231]
There has been no uptake of the specialist qualifications because of the prerequisite structure and inconsistent application of core standards across the set. These three qualifications have consequently been designated expiring and their specialist content added as optional strands to the National Certificate in Goods Service (Heavy Vehicle Driver) with strands [Ref: 1228].

Changes to structure and content
· Prerequisite qualification removed.
· Standards 3464 and 22152 removed from the Core Compulsory section.
· Standards 1753, 3465, 15158, 17677, 22150, and 24089 added to the Core Compulsory section.
· Elective 1 List A and List B replaced by Heavy Rigid Vehicle Strand Compulsory and Heavy Combination Vehicle Strand Compulsory respectively.
· Elective 2 removed.
· Heavy Rigid Vehicle Strand Elective and Heavy Combination Vehicle Strand Elective added.
· Optional strands in Transportation of Bulk Dangerous Goods by Road, Transportation of Livestock by Road, and Transportation of Perishable Products by Road added.
· Credit total increased from 46 to 56.
· Title changed to include new strands.
Transition
People currently working towards version 1 of this qualification may complete its requirements or transfer their results to version 2. The last date for entry into training programmes leading to the award of version 1 is 31 August 2008. The last date for assessments to take place is 31 December 2010.

Tranzqual ITO is unaware of any candidates currently engaged in programmes leading to the award of the National Certificate in Transportation of Bulk Dangerous Goods by Road [Ref: 1229], National Certificate in Transportation of Livestock by Road [Ref: 1230], or National Certificate in Transportation of Perishable Products by Road [Ref: 1231]. However, if there are any people currently working towards version 1 of those qualifications, they may either complete what they have begun or transfer their results to version 2 of the National Certificate in Goods Service (Heavy Vehicle Driver) [Ref: 1228]. The last date for entry into training programmes leading to the award of version 1 of those qualifications is 31 August 2008. The last date for assessments to take place for those qualifications is December 2010.
