Partial review of Elementary Construction Skills qualification

 

National Certificate in Elementary Construction Skills with strands in Entry Level, Advanced Level, and Basic Residential Property Maintenance [Ref: 0751]

 

The Building and Construction Industry Training Organisation (BCITO) has completed the partial review of the qualification listed above.

 

New qualifications

 

National Certificate in Building, Construction, and Allied Trades Skills (Level 1) [Ref: 1367]

The next qualification review of the new qualifications is planned to take place during 2012.

 

The next qualification review of the National Certificate in Elementary Construction Skills (Basic Residential Property Maintenance) is planned to take place later this year.

 

Summary of review and consultation process

 

Extensive consultation covering three years identified a need for qualifications at Levels 1 and 2 that would be appropriate for numerous construction areas at entry level and provide recognition for these no matter which career path a student chose.  In September 2006, consultation forums were held to receive contributions from schools, providers and industry representatives with regard to the structure and content of the proposed qualifications.

 

The consultation process focused on the need to provide a meaningful pathway for students and also increase access for students to learning opportunities appropriate to their needs.  Development work was undertaken and in April 2007 a pilot programme was run in ten schools throughout New Zealand.  Feedback from the programme was received at an Internal Working Party meeting in July 2007, where the structure and content of the qualifications, and the unit standards within the qualifications, were finalised.

 

Later in 2008, BCITO will complete the review of standards in the Elementary Construction Skills domain and initiate registration of standards and a subsequent qualification in the new Basic Residential Property Maintenance domain at which point the National Certificate in Elementary Construction Skills [Ref: 0751] will be designated expiring.

 

Main changes resulting from the partial review

 

The qualification was split into three separate qualifications.  Two new qualifications replaced the Entry Level and Advanced Level strands at Level 1 and Level 2 in the new Building, Construction, and Allied Trades Skills domain.  The remaining strand was incorporated into the title of the existing qualification and would undergo a further review when the review of all the standards in the Elementary Construction Skills domain was complete.  The two new qualifications included core generic standards and each had a comprehensive elective section that included standards from several domains.

Changes to structure and content

·      the Entry Level strand was replaced by the National Certificate in Building, Construction, and Allied Trades Skills (Level 1) [Ref: 1367]

·      the Advanced Level strand was replaced by the National Certificate in Building, Construction, and Allied Trades Skills (Level 2) [Ref: 1368]

·      details of standards 12927, 12932, and 22129 previously in the Elementary Construction Skills domain were updated to reflect their review and reclassification in the Building, Construction, and Allied Trades Skills domain

·      standards 12928, 12929, 12930, and 12941 were replaced by 24350, 24351, 24352, and 24353

·      expiring standard 18672 was removed from the qualification

·      the title of the qualification was updated to reflect the change to structure

·      the minimum credits for the Basic Residential Property Maintenance qualification increased from 61 to 73.

 

National Certificate in Building, Construction, and Allied Trades Skills (Level 1) [Ref: 1367]

 

This qualification contains standards that replace or are used as substitutes for earlier standards.  For the purposes of this qualification, people who have gained credit for the earlier standards are exempt from the requirement to gain credit for the replacement standards - see table below.

General Transition

 

People currently working towards version 2 or 3 of this qualification may choose to complete that version of the qualification or transfer their results to either of the National Certificate in Building, Construction, and Allied Trades Skills (Level 1) [Ref: 1367] or National Certificate in Building, Construction, and Allied Trades Skills (Level 2) [1368].  However, it is recommended that they complete their existing programme as there are significant differences between versions 3 and 4 of this qualification, and the requirements for the replaced strands and the new qualifications.

 

All versions of these qualifications will be recognised by the Building and Construction Industry Training Organisation.  It is not intended that anyone is disadvantaged by this review, and the above arrangements have been designed for a smooth transition.  However, anyone who feels they have been disadvantaged may appeal to the Building and Construction Industry Training Organisation at the address below.
