Summary of review and consultation process
The National Certificate in Ambulance (Patient Care and Transport) (Level 4) [Ref: 0206] was due for review in 2007, and there was a request from industry stakeholders through Ambulance New Zealand for a substantive review to be undertaken. The qualification is used nationally by employers, and involves a range of learners in paid and volunteer roles and in urban and rural settings. Most learning is delivered through workplace coordinated training programmes.
Consultation with industry determined the review was timely, with stakeholders reporting the qualification had become unwieldy and outdated, with barriers to completion inherent in both content and structure.
A review group was formed that involved educators and practitioners drawn from the sector. Wider input was sought from employer groups and learners, and their feedback informed the development of the new qualification.
Strong feedback was received requesting that the replacement qualification be designed to accommodate changes to patient care procedures, which may differ between ambulance service providers, and to facilitate flexible delivery to learners in all contexts.
The qualification was reviewed to take account of the substantial review of the ambulance unit standards and will ensure the qualification is in line with current and anticipated future skill and knowledge requirements of the ambulance industry.
Industry has expressed support for the new qualification and it has been endorsed by Ambulance New Zealand.

Summary of differences between the qualifications
· Qualification level raised from Level 4 to Level 5
· Credit total raised from 120 to 132 credits
· The qualification is now a National Diploma rather than a National Certificate
· Standards 6127, 6230, 6416, 6417, 6421, 12700 -12702,12706, 12713, 12719, 12722, 12725, 12728, 14470-14477, and 20100, that were compulsory in the replaced qualification have not been included in the new qualification
· Standards 24849-24870 have been included to the compulsory section of the new qualification
· All standards are now compulsory
· Optional standards 6228, 14478 and 17279 have been included to the new qualification to allow for differences in employer requirements.
The last date for entry into programmes leading to the award of the replaced qualification is December 2009.
The last date to meet the requirements of the replaced qualification is 31 December 2012, which coincides with the expiry of the Core Health standards contained within the qualification. People currently enrolled in programmes leading to the award of the replaced qualification may either complete the requirements of that qualification prior to December 2012 or transfer to this qualification.
Industry and NZQA will continue to recognise the former qualification, and there should be no need to ‘upgrade’ by those who have already achieved the former qualification.
For the purposes of this qualification people who have gained credit for the following standards are exempt from the requirement to gain credit for the standards listed below
