The NZ Motor Industry Training Organisation (Incorporated) (MITO) has completed the review of the qualifications listed above.

 

Replacement qualifications

 

·        National Certificate in Motor Industry (Automotive Body) with strands in Coachbuilding, Collision Repair, Dismantling and Recycling, Refinishing, and Vehicle Detailing [Ref: 1413]

·        National Certificate in Motor Industry (Automotive Body) (Level 4) with strands in Coachbuilding, Collision Repair, and Refinishing [Ref: 1414]

Summary of review and consultation process

 

The review of these qualifications was part of a major review of the motor industry and outdoor fabric product qualifications (QReview), which was conducted by MITO from 2004 to 2007.  The entire QReview process was overseen by the QReview steering group, which developed review processes and principles to be followed by the advisory groups formed for each industry sector, and gave final endorsement to the new and reviewed standards and qualifications.

 

The steering group identified the need for a clearer career pathway for people already in, or entering the motor or industrial textile fabrication industries.  This led to a more coherent relationship being formed between all of MITO's qualifications through the creation of common cores with strands, and separation into a progression of qualification levels to provide a clearer qualification pathway.

 

Advisory groups made up of industry experts and representative bodies were formed to provide advice on the requirements of each of the industry sectors.  These groups met several times to form the draft qualifications and standards.  The drafts were published on the MITO website and surveys were circulated for comment.  Industry publications and organisations were also used to advise stakeholders of the consultation process.  All relevant feedback was incorporated into the final drafts, which were endorsed by the respective advisory groups and the QReview steering group.

Main changes resulting from the review

All the qualifications have been designated as expiring and replaced by qualifications [Ref: 1413] or [Ref: 1414].

There are substantial differences between the new and replaced qualifications. Changes to structure and content include

·      The new qualifications have core compulsory and core elective sections.

·      Qualification Ref: 1413 has strands in Coachbuilding, Collision Repair, Dismantling and Recycling, Refinishing at Level 3, and a Vehicle Detailing strand at Level 2, with compulsory and elective sections in each strand.

·      Qualification Ref: 1414 has strands in Coachbuilding, Collision Repair, and Refinishing at Level 4, with compulsory and elective sections in each strand.

·      Candidates must now complete a strand in qualification Ref: 1413 before they may be awarded the corresponding strand in qualification Ref: 1414.

 

The new qualifications contain many standards that have replaced or been substituted for standards in the expiring qualifications.  For details about these relationships, please refer to the exemption table in the transition section.

 

National Certificate in Motor Industry (Coachbuilding) with strands in Passenger Service Vehicles, Commercial Vehicles, and Motor Homes and Caravans [Ref: 0413]

was replaced by the

Coachbuilding strands at Level 3 [Ref: 1413] and Level 4 [Ref: 1414]

 

·      Standards 249 and 3856 were moved to the Core Compulsory of Ref: 1413.

·      Standards 5767, 16097, and 16098 were replaced by new standards in the Core Compulsory of Ref: 1413.

·      Standard 5739 was replaced by new standards in the Core Elective of Ref: 1413.

·      Standards 947, 3877, 5743, 11698, 11699, 11700, 11701, 11709, 11710, 11716, 11717, 19633, and 19635 were moved to the Coachbuilding Compulsory of Ref: 1413.

·      Standards 3879, 3883, 5746, 5771, 16099, and 19632 were replaced by new standards in the Coachbuilding Compulsory of Ref: 1413.

·      Standards 233, 898, 2677, 5742, 11705, 11707, 11708, 11718, 19636, and 19637 were moved to the Coachbuilding Elective of Ref: 1413.

·      Standards 232, 899, 2670, 3861, 3862, 3863, 3865, 3885, 5741, 5764, 5768, and 8311 were replaced by new standards in the Coachbuilding Elective of Ref: 1413.

·      Standard 5777 was moved to the Core Compulsory of Ref: 1414.

·      Standard 19634 was replaced by a new standard in the Core Elective of Ref: 1414.

·      Standard 11711 was moved to the Coachbuilding Compulsory of Ref: 1414.

·      Standards 976, 2676, 11695, 11704, 11712, 11714, 11715, 11719, and 11721 were moved to the Coachbuilding Elective of Ref: 1414.

·      Standard 10713 was replaced by a new standard in the Coachbuilding Elective of Ref: 1414.

·      Standards 11702, 11703, and 11706 were moved to both the Coachbuilding Elective section of the Ref: 1413 and the Coachbuilding Compulsory of Ref: 1414.

·      Standards 57, 248, 909, 912, 945, 966, 975, 2675, 3870, 3888, 5738, and 5763 were removed from the overall requirements of the Coachbuilding strands of Ref: 1413 and Ref: 1414.

·      Credit requirements for this strand have increased from 247 to 297, of which 185 are required for Ref: 1413 and 112 are required for Ref: 1414.

 

National Certificate in Motor Industry (Panelbeating) [Ref: 0179]

was replaced by the

Collision Repair strands at Level 3 [Ref: 1413] and Level 4 [Ref: 1414]

 

·      Standard 3856 was moved to the Core Compulsory of Ref: 1413.

·      Standards 5767 and 16098 were replaced by new standards in the Core Compulsory of Ref: 1413.

·      Standard 56 was moved to the Core Elective of Ref: 1413.

·      Standard 5739 was replaced by new standards in the Core Elective section of Ref: 1413.

·      Standards 882, 5738, 5740, 5742, 5743, 5744, and 5766 were moved to the Collision Repair Compulsory of Ref: 1413

·      Standard 2629, 3861, 3862, 3863, 3865, 3867, 3870, 3875, 3879, 3883, 3886, 3887, 5741, 5746, 5757, 5771, 16099, and 16100 were replaced by new standards in the Collision Repair Compulsory of Ref: 1413

·      Standards 233, 945, and 5760 were moved to the Collision Repair Elective of Ref: 1413.

·      Standards 876, 3885, 5768, and 15657 were replaced by new standards in the Collision Repair Elective of Ref: 1413.

·      Standard 5759 was replaced by new standards in the Collision Repair Compulsory and Collision Repair Elective of Ref: 1413.

·      Standard 5777 was moved to the Core Compulsory of Ref: 1414.

·      Standards 5758, 5772, and 5773 were moved to the Collision Repair Compulsory of Ref: 1414

·      Standard 5755 was replaced by new standards in the Collision Repair Elective of Ref: 1414.

·      Standard 5774 were replaced by new standards in the Collision Repair Elective of Ref: 1413 and the Collision Repair Compulsory of Ref: 1414.

·      Standards 3860, 3864, 5753, 5754, and 5763 were removed from the overall requirements of the Collision Repair strands of Ref: 1413 and Ref: 1414.

·      Credit requirements for this strand have increased from 198 to 274, of which 181 are required for Ref: 1413 and 93 are required for Ref: 1414.

was replaced by the

Dismantling and Recycling strand at Level 3 [Ref: 1413]

 

·      Standard 249 was moved to the Core Compulsory of Ref: 1413.

·      Standards 226, 228, and 16098 were replaced by new standards in the Core Compulsory of Ref: 1413.

·      Standard 56 was moved to the Core Elective of Ref: 1413.

·      Standard 392 was replaced by new standards in the Core Elective of Ref: 1413.

·      Standards 924, 934, 943, 947, 5434, 5465, and 5738 were moved to the Dismantling and Recycling Compulsory of Ref: 1413.

·      Standard 5763 was replaced by a new standard in the Dismantling and Recycling Compulsory of Ref: 1413.

·      Standards 233, 383, 3877, and 5743 were moved to the Dismantling and Recycling Elective of Ref: 1413.

·      Standards 230, 232, 385, 386, 387, and 3384 were replaced by new standards in the Dismantling and Recycling Elective of Ref: 1413.

·      Standard 16097 was replaced by new standards in the Core Compulsory and Dismantling and Recycling Compulsory of Ref: 1413.

·      Standard 3382 was replaced by new standards in the Dismantling and Recycling Compulsory and Dismantling and Recycling Elective of Ref: 1413.

·      Standards 57, 225, 229, 237, 245, 380, 382, 389, 391, and 12349 were removed from the overall requirements of the Dismantling and Recycling strand of Ref: 1413.

·      Credit requirements for this strand have decreased from 137 to 118.

 

National Certificate in Motor Industry (Automotive Refinishing) [Ref: 0178]

was replaced by the

Refinishing strands at Level 3 [Ref: 1413] and Level 4 [Ref: 1414]

 

·      Standard 3856 was moved to the Core Compulsory of Ref: 1413.

·      Standards 5767 and 16098 were replaced by new standards in the Core Compulsory of Ref: 1413.

·      Standard 56 was moved to the Core Elective of Ref: 1413

·      Standard 5739 was replaced by new standards in the Core Elective of Ref: 1413.

·      Standard 5727 was moved to the Refinishing Compulsory of Ref: 1413

·      Standards 3865, 3867, 3882, 5706, 5707, 5708, 5712, 5713, 5714, 5746, 5747, and 16099 were replaced by new standards in the Refinishing Compulsory of Ref: 1413.

·      Standards 233 and 399 were moved to the Refinishing Elective of Ref: 1413.

·      Standards 3863 and 5733 were replaced by new standards in the Refinishing Elective of Ref: 1413.

·      Standard 16097 was replaced by new standards in the Core Compulsory and Refinishing Compulsory of Ref: 1413.

·      Standards 3861 and 3886 were replaced by new standards in the Refinishing Compulsory and Refinishing Elective of Ref: 1413.

·      Standards 5720 and 5723 were moved to the Refinishing Compulsory of Ref: 1414.

·      Standards 5709, 5719, and 5730 were replaced by new standards in the Refinishing Compulsory of Ref: 1414.

·      Standards 5716, 5721, and 5724 were replaced by new standards in the Refinishing Elective of Ref: 1413and the Refinishing Compulsory of Ref: 1414.

·      Standards 3860, 3864, 3868, and 5763 were removed from the overall requirements of the Refinishing strands of Ref: 1413 and Ref: 1414.

·      Credit requirements for this strand have increased from 162 to 211, of which 118 are required for Ref: 1413 and 93 are required for Ref: 1414.

 

National Certificate in Motor Industry (Vehicle Grooming) [Ref: 0213]

was replaced by the

Vehicle Detailing strand at Level 2 [Ref: 1413]

 

·      Standard 249 was moved to the Core Compulsory of Ref: 1413.

·      Standards 226 and 228 were replaced by new standards in the Core Compulsory of Ref: 1413.

·      Standard 56 was moved to the Core Elective of Ref: 1413.

·      Standard 392 was replaced by new standards in the Core Elective of Ref: 1413.

·      Standards 399 and 924 were moved to the Vehicle Detailing Compulsory of Ref: 1413.

·      Standards 934 and 946 were moved to the Vehicle Detailing Elective of Ref: 1413.

·      Standards 385 and 398 were replaced by new standards in the Vehicle Detailing Elective of Ref: 1413.

·      Standard 386 was replaced by new standards in the Vehicle Detailing Compulsory and Vehicle Detailing Elective of Ref: 1413.

·      Standards 57, 62, 229, 882, and 12349 were removed from the overall requirements of the Vehicle Detailing strand Ref: 1413.

·      Credit requirements for this strand have increased from 53 to 62.

 

Transition

 

Programmes leading to the new qualifications are being introduced from 2008.  People currently working towards any of the replaced qualifications may either complete the requirements for that qualification or transfer their results to these qualifications. 

 

The last date for entry to training programmes or courses for the replaced qualifications is December 2009.  The last date for assessment of the replaced qualifications is:

·      National Certificate in Motor Industry (Automotive Refinishing) [Ref: 0178], 31 December 2012;

·      National Certificate in Motor Industry (Panelbeating) [Ref: 0179], 31 December 2012;

·      National Certificate in Motor Industry (Vehicle Grooming) [Ref: 0213], 31 December 2010;

·      National Certificate in Motor Industry (Coachbuilding) with strands in Passenger Service Vehicles, Commercial Vehicles, and Motor Homes and Caravans [Ref: 0413], 31 December 2012.

 

Industry will continue to recognise the former qualifications, so there should be no need to ‘upgrade' by those who have already achieved one.

 

These qualifications contain standards that replace or have been substituted for earlier standards.  For the purpose of these qualifications people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement or substituted standards.
