The NZ Motor Industry Training Organisation (Inc) (MITO) has completed the review of the qualifications listed above.

Summary of review and consultation process

 

The review of these qualifications was part of a major review of the motor industry and outdoor fabric product qualifications (QReview) conducted by MITO from 2004 to 2007.  The entire QReview process was overseen by the QReview Steering Group, who developed review processes and principles to be followed by the Advisory Groups formed for each industry sector, and has given final endorsement to the new and reviewed standards and qualifications.

 

Initial meetings of the Steering Group identified the need for a clearer career pathway for people already in, and those entering the motor or industrial textile fabrication industries.  This led to a more coherent relationship being formed between all of MITO’s qualifications through the creation of common cores with strands, and separation into a progression of qualification levels to provide a clearer qualification pathway.

 

Advisory Groups, made up of industry experts and representative bodies, were formed for each of the qualification sectors to provide advice on the requirements of each of the industry sectors moving forward.  These groups each met several times to form the draft qualifications and standards.  The resulting documents were then all published on the MITO website and surveys were circulated to all stakeholders to provide feedback.  Industry publications and organisations were also used to advise stakeholders that the consultation process was underway.  All relevant feedback was incorporated into the final drafts and these were endorsed by the respective Advisory Groups and then by the QReview Steering Group.

There are substantial differences between the new and replaced qualifications.  Changes include:

·      The new qualifications have core compulsory and core elective sections.

·      The Level 3 qualification Ref: 1421 and the Level 4 qualification Ref: 1422 have strands in Electrical and Electronics, Light Vehicle, Motorcycle, Outdoor Power Equipment, and Trailer Boat Systems with compulsory and elective sections in each strand.

·      Candidates must now complete a strand in the Level 3 qualification Ref: 1421 before they may progress to the corresponding strand in the Level 4 qualification Ref: 1422.

Transition

 

Programmes leading to the new qualifications are being introduced from 2008.  People currently working towards any of the replaced qualifications may either complete the requirements for that qualification or transfer their results to these qualifications.

 

The last date for entry in to training programmes or courses for the replaced qualifications is December 2009.  The last date for assessment of the replaced qualifications is 31 December 2012.

 

Industry will continue to recognise the former qualifications, so there should be no need to ‘upgrade’ by those who have already achieved one.

 

These qualifications contain standards that replace earlier standards.  For the purposes of these qualifications people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.
