Review of PrintNZ Training AMAP
PrintNZ Training has completed the review of the Accreditation and Moderation Action Plan (AMAP) above.
The Tertiary Education Commission approved the name of the Communications and Media Industry Training Organisation in September 2008. The Industry Training Organisation will continue to manage the setting of standards and qualifications for the printing industry under the name of PrintNZ Training.

The next AMAP review is planned to take place during 2013.
Summary of review and consultation process
The PrintNZ Training AMAP has been reviewed partly to meet the requirements of the NZQA audit which took place in 2007 and to make changes to and clarify the accreditation and moderation requirements in response to changing approaches and philosophies, to ensure that national standards are maintained.
The AMAP was reviewed by PrintNZ Training and draft copies distributed to accredited organisations for their comment. Feedback was then incorporated into the document.
Changes have been made throughout to meet the current NZQA formatting and registration requirements.
Compliance with new requirements
Accreditation requirements will apply with effect from 12 December 2008.
Moderation system requirements will apply with effect from 12 December 2008.
Accredited organisations will be audited for compliance with AMAP requirements from July 2009.
Main changes resulting from the review
ACCREDITATION INFORMATION (AI)
Standard Setting Body involvement in accreditation process
· 'Key' unit standards have been removed and accreditation for all unit standards is as follows:
Levels 1 and 2 Evaluation of documentation by NZQA and industry.
Level 3 and above Evaluation of documentation and visit by NZQA and industry.
Visit waiver conditions
· Requirement has been added in relation to applicant organisations having established a credible background and history of providing training and assessment for the print industry.
Industry or sector-specific requirements for accreditation
· Criterion 1 Requirement regarding colour vision has been moved to Criterion 4.
· Criterion 2 Requirement regarding use of contracts for use of workplace, suppliers' equipment, and/or teaching resources has been moved to Criterion 6.
· Criterion 6 Requirement has been included (originally from Criterion 2) regarding contracts required for the use of workplace, suppliers' equipment, and/or teaching resources. Clarification of the responsibilities regarding student support and safety, undertaking assessments and reporting credits has also been included.
MODERATION INFORMATION (MI)
Moderation System
· The 'key' unit standards have been removed and moderation for all unit standards is as follows:
A centrally established and directed national external moderation system has been set up by PrintNZ Training.
· Appointment of a National Moderator to coordinate the moderation system and report to PrintNZ Training.
· Clarification of the moderation system including: the responsibilities of participants; its structure; selection and coverage of standards for moderation; and the moderation process.
· Clarification of the pre-assessment requirements for standards.
· Inclusion of information regarding charges for annual moderation visits/meetings.
Reporting
· Clarification of the reporting requirements and responsibilities.
Funding
· Clarification of the funding of the national moderation system.
· Inclusion of charge-out rates for non-compliance of accredited organisations.
Non-compliance with moderation requirements
· Clarification of the requirements regarding non-compliance of accredited organisations.
Appeals
· Clarification of the requirements regarding PrintNZ Training's response to appeals lodged by accredited organisations.
