Summary of review and consultation process

 

Tranzqual ITO initiated the review in November 2006 because feedback indicated that the qualification was not meeting industry needs.  A series of meetings were held with the Log Transport Safety Council (LTSC) to establish a qualification structure that would suit existing log truck drivers and those new to the industry.  Consequently, it was decided that the National Certificate in Commercial Road Transport (Logging Truck Driver) [Ref: 0942] would be replaced by a new national certificate.

 

The draft replacement qualification was circulated for comment from industry, assessors, and training providers in June 2008.  Feedback was collated and the draft was formally endorsed by industry in August 2008.

 

Main changes resulting from the review

 

The National Certificate in Commercial Road Transport (Logging Truck Driver) [Ref: 0942] has been replaced by the National Certificate in Transportation of Logs by Road [Ref: 1464].

Differences between the qualifications

·         The replacement qualification has a new title.

·         Elective sets A, B, C, and D were replaced with a single Elective set in the replacement qualifications.

·         Standard titles, levels, and credits were updated.

·         Standard 24089 was substituted for Compulsory standard 15164.

·         Compulsory standard 17373 was moved to the Elective.

·         Elective standards 13108 and 13109 were replaced by standard 22294.

·         Standards 62, 64, 1277, 1735, 1766, 3483, 3501, 4260, 6929, 16609, 17459, 17592, 17972-17974, and 18077 were not included in the replacement qualification.

·         Standards 15408 and 22150 were added to the Compulsory.

·         Standards 6928, 6935, and 22215 were added to the Elective.

·         Elective standards 3462, 3465, 17577, and 17677 were moved to the Compulsory.

 

Transition

 

As there are substantial differences between the two qualifications, it is recommended that people currently enrolled in programmes leading to the award of the National Certificate in Commercial Road Transport (Logging Truck Driver) [Ref: 0942] complete that qualification.  However, they may transfer their results to this qualification if they choose.

 

The last date for entry to the National Certificate in Commercial Road Transport (Logging Truck Driver) [Ref: 0942] is 31 March 2009.  The last date for assessment for the National Certificate in Commercial Road Transport (Logging Truck Driver) is 31 December 2010.

 

People currently enrolled in programmes leading to the National Certificate in Commercial Road Transport (Goods Service) with the Log Transport Strand [Ref: 0680] (reviewed March 2006) may also wish to transfer to this qualification.  The last date for assessment for the National Certificate in Commercial Road Transport (Goods Service) with the Log Transport Strand is December 2011.

 

Tranzqual will continue to recognise the replaced qualifications.

 

For the purposes of this qualification, people who have gained credit for the following expiring standard are exempt from the requirement to gain credit for another standard – see table below.

While this exemption is valid for the purpose of completing this qualification, it should be noted that if a candidate does not already hold a Class 5 driver licence, they will need to complete standard 24089 in order to satisfy current NZ Transport Agency requirements for that licence.

 

For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standard – see table below.

Reverse transition has been included in the expiring qualification to ensure that it continues to be achievable until the last date for assessment.  The following section has been inserted in the transition arrangements for the expiring qualification:

 

This qualification contains standard 15164, which expires on 31 December 2008.  Standard 24089 has been recommended as the alternative standard.  For the purposes of this qualification, people who have gained credit for the alternative standard are exempt from the requirement to gain credit for the expiring standard.
