The Plastics and Materials Processing Industry Training Organisation (PaMPITO) has completed the review of the qualifications listed above.

Summary of review and consultation process

 

These qualifications were reviewed following a review of standards in the Glass Container Manufacturing domain conducted during 2006.  As training towards glass container manufacturing qualifications is delivered and assessed exclusively on a single site in New Zealand, the feedback from training, assessment, and moderation needed for this review had progressively accumulated on that site.  The review had further significance as the qualifications and the apprentices who gain them are increasingly seen as an important part of the future of this sector.  A small team of staff involved with training delivery and assessment was assembled as an Advisory Group to provide the main input into this review.

 

The Advisory Group chose to designate these qualifications as expiring.  Based on experience gathered with the expiring qualifications and the capabilities of people who gained them, the Advisory Group developed a new qualification to ensure that it continued to reflect current industry needs.  The new qualification built on the mechanical engineering skills and knowledge contained in the prerequisite qualification, the National Certificate in Engineering and Technology (Glass Container Mould Maintenance) (Level 3) [Ref: 1379], and included broader glass container manufacturing capabilities supplemented by stronger interpersonal communications and team leadership skills.

 

Main changes resulting from the review

 

·         The three previous qualifications have been designated as expiring.

·         A new qualification at Level 4 has been developed, which integrates with the more recently developed National Certificate in Engineering and Technology (Glass Container Mould Maintenance) (Level 2) [Ref: 1378] and National Certificate in Engineering and Technology (Glass Container Mould Maintenance) (Level 3) [Ref: 1379] qualifications.

These qualifications no longer meet the needs of industry and have been designated as expiring.  However the following qualification has been developed to meet current industry requirements.

 

National Certificate in Glass Container Manufacturing (Engineering and Technology) (Level 4) [Ref: 1462]

 

There are substantial differences between the expiring qualifications and this new qualification; however the new qualification covers some of the same skills and knowledge as the expiring qualifications.

 

Summary of the differences between the qualifications

·         all standards are now compulsory

·         standards from the expiring qualifications that no longer meet the needs of industry have not been included

·         additional standards 17585, 17593, 19507, 19522, 23069, and 23070, which do meet the needs of the industry, have been included

·         expiring standards have been replaced (see exemption table below)

·         total credit requirement to achieve a Level 4 qualification in Glass Container Manufacturing, including prerequisite qualifications, has increased from 304 to 383 credits.

 

Transition

 

All existing candidates enrolled in programmes leading to the expiring qualifications may complete their existing programme or transfer to this qualification; however, it should be taken into account that there are substantial differences between the expiring qualifications and the new qualification.  The last date for assessments to take place for the expiring qualifications is 31 December 2011.

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

Category A
