Review of Scaffolding qualification

 

National Certificate in Scaffolding (Level 4) with strands in Advanced Scaffolding, and Suspended Scaffolding [Ref: 0110]

 

Opportunity - The Training Organisation, through Scaffolding, Rigging and Industrial Rope Access Industry Training (SRIIT) has completed the review of the qualification listed above.

The next National Certificate in Scaffolding (Level 4) with strands in Advanced Scaffolding, and Suspended Scaffolding [Ref: 0110] review is planned to take place 2013.

 

The next National Certificate in Intermediate Scaffolding (Level 4) [Ref: 1463] review is planned to take place during 2014.

 

Summary of review and consultation process

 

This review is the second phase of a planned and ongoing review process.  Feedback was sought from stakeholders through representatives of interest groups such as employers, unions, training organisations and assessors.  The executive of SRIIT, comprising representatives of these and other groups (such as candidates and wider industry) also consulted their constituencies and commented accordingly.

 

The review took into account a recent review of Scaffolding standards.  This review resulted in changes to the content and credit value of standards 4208-4211.  It also introduced a new series of standards 23716-23722.  In view of these changes, the industry decided to utilise a number of the new standards in a new qualification, the National Certificate in Intermediate Scaffolding (Level 4) [Ref: 1463].

 

The review also considered the relationship between scaffolding qualifications and the scaffolding Certificates of Competence as specified in the Health and Safety in Employment Regulations 1995.  Details relevant to each strand of qualification [Ref: 0110] have been added.

 

The National Certificate in Intermediate Scaffolding (Level 4) [Ref: 1463] has been established as a prerequisite to the Advanced Scaffolding strand of [Ref: 0110] as a result of the review.  It should be noted that the industry intends to develop separate advanced scaffolding and suspended scaffolding qualifications in due course, at which point this qualification will be deregistered.

Changes to structure and content

·      The National Certificate in Intermediate Scaffolding (Level 4) [Ref: 1463] replaced the National Certificate in Scaffolding (Elementary) (Level 3) [Ref: 1352] or standards 4200-4203 as the prerequisite for the Advanced Scaffolding strand.

·      The credit values of standards 4208, 4209, 4210 and 4211 were updated following their review. 

·      The relevant classes of the Suspended and Advanced Scaffolding Certificates of Competence for which each strand is a prerequisite were specified.

·      The total credits required for the qualification were adjusted accordingly.

 

Transition

 

People enrolled in programmes leading to the Advanced Scaffolding strand may either complete version 5 or transfer to version 6.  As there are no changes to the Suspended Scaffolding strand, those enrolled in this strand will be automatically transferred to version 6.

 

The last date for enrolment in programmes leading to the award of version 5 is 28 February 2009.  The last date to complete the requirements of versions 4 and 5 of this qualification is 31 December 2010.
