Summary of review and consultation process

 

In 2002, the National Qualifications Services (NQS) undertook a prioritisation and rationalisation exercise to ensure that all standards and qualifications on the National Qualifications Framework (NQF) under the NQS standard setting scope were relevant and met the needs of learners, providers, the community, and the government.  Careful consideration was given to the process to ensure that the unit standards retained by NQS reflected national priorities including those expressed in the Tertiary Education Strategy of 2002/2007.

 

After consultation across the sector a decision was made for NQS to exit from standard setting responsibilities in the subfields of Photography and Photographic Imaging.  Following evaluation of sector feedback and NZQA impact reports, a further decision was made to retain and review ten unit standards identified as either having high usage or impacting on National Qualifications owned by another Standard Setting Body.

 

In May 2007, stakeholders including secondary and tertiary providers, designated internal and external agencies, Learning State, The New Zealand Institute of Professional Photographers, National Moderators, and the Ministry of Education Senior Advisor - Visual Arts, were invited to express an interest in the review.

 

A panel comprising secondary, tertiary and industry representation, along with the National Moderator, met in July 2007 to review the unit standards.  One panel member had sat on the original writing panel and informed the current panel of the intent of the unit standards when they were first developed.

 

The draft reviewed standards were distributed to a wider e-consultation network for consideration and responses were incorporated into the final standards.

 

Main changes resulting from the review

 

·         Most of the standards will expire and not be replaced.

·         Six standards were reviewed and designated as category B.  They have been reclassified in the Practical Art domain in the Visual Arts subfield.

·         Removal of the term 'to supervisor's satisfaction' from all six standards.

·         Update of terminology to include digital photography.

·         Rewriting of special notes to include intentions and judgements, definition of terms and relevant legislation.

·         Credit values increased for unit standards 9025, 9035, and 9041 to more accurately reflect the time required for learning and assessment.

·         Credit values decreased for unit standard 9039 to more accurately reflect the time needed for learning and assessment.

·         Level of unit standard 9035 reduced from 3 to 2 to better reflect the outcome of the standard.

·         Titles of unit standards 9025, 9034, 9035, 9038, and 9039 altered to more accurately reflect outcomes.

·         The subfields Photographic Imaging and Photography, along with their domains will lapse when they no longer contain registered or proposed standards.

 

Unit standards categorised as category D expire at the end of December 2009.
