Review of Proprietary Plaster Cladding Systems qualifications

 

National Certificate in Proprietary Plaster Cladding Systems with strands in Fibre Cement, and External Insulation Finishing Systems (EIFS) [Ref: 0786]

 

The Building and Construction Industry Training Organisation has completed the review of the qualification listed above.

The next qualification review is planned to take place during 2011.

 

Summary of review and consultation process

 

This qualification was reviewed as part of the scheduled review process for the Proprietary Plaster Cladding Systems domain, and in response to changing industry needs.  Feedback was sought from a working party consisting of direct representatives from the Proprietary Plaster Cladding Systems industry.  This feedback identified a requirement for more generic unit standards and a theory element in the compulsory section, and a gap within the current qualification that required the creation of a new unit standard and strand to cover the missing skills and competencies.  Drafts of the new unit standards and qualification were sent out to working party members for approval, and feedback incorporated into the new versions.

Changes to structure and content

·           Standards 8492, 21211, 22334 and 22335 were added to the compulsory section. 

·           Standards 17510 and 17512 were replaced by 22332 and 22333 in the compulsory section.

·           Fibre Cement Strand

–     has been split into two new strands, Rebated Fibre Cement and Lightweight Fibre Cement

–     standard 17505 was replaced by 22328 and is now an optional standard

–     standard 17506 was replaced by 22329 and is in the Rebated Fibre Cement Strand

–     standard 17504 is expiring and has been removed from the qualification

–     standard 23533 is new and is in the Lightweight Fibre Cement Strand.

·           External Insulation Finishing Systems (EIFS) Strand

–     standard 17508 was replaced by 22330

–     standard 17509 was replaced by 22331

–     standard 17507 is expiring and has been removed from the qualification.

·           Level of the qualification has increased from 3 to 4.

·           Title of the qualification changed to reflect new strands and include level.

·           Credits for the qualification increased to 118-138.

 

Transition

 

People currently working towards Version 1 may choose to complete that version or transfer their results to Version 2.

 

The last date for assessment for Version 1 is 31 December 2009.

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.  The cut off date for these exemptions is December 2009.

Category A

The new version of the qualification recognises a similar skill set to that recognised by the previous version

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification
