Responsibility for unit standard 22040, which was registered in 2006, has been transferred from the NZ Flooring Industry Training Organisation to the Building and Construction Industry Training Organisation (BCITO).  The Building and Construction Industry Training Organisation has completed the review of the unit standards listed above.

Summary of review and consultation process

 

The review and reclassification of the majority of unit standards from the lapsing Elementary Construction Skills domain to the Building, Construction, and Allied Trades Skills domain in 2007, left five unit standards remaining in Elementary Construction Skills, the review of which was to be addressed in conjunction with the development of unit standards and an entry-level qualification to formalise training for people working in basic residential property maintenance, while providing a pathway into further training within the construction industry.

 

Extensive consultation was undertaken with Housing New Zealand Corporation, NorthTec and Responsive Trade Education (two providers with a vested interest), NZ Flooring ITO, Agriculture ITO, Building Services Contractors ITO, New Zealand Sports Turf ITO, Plumbing, Gasfitting, Drainlaying and Roofing ITO, Creative Trades ITO, Electrotechnology ITO and the Electrical Workers Registration Board, and Joinery ITO, and unit standards applicable to each trade were developed, in preparation for the development of a National Certificate in Basic Residential Property Maintenance.  These unit standards have been endorsed by the ITO for each trade, and will be registered in the Basic Residential Property Maintenance domain, with Building and Construction Industry Training Organisation being responsible for their administration.

 

Main changes resulting from the review

 

As a result of the consultation process, NZ Flooring ITO agreed to transfer responsibility for unit standard 22040 to the Building and Construction ITO for review and reclassification into the Basic Residential Property Maintenance domain.  The remaining Elementary Construction Skills unit standards 21972, 21973, and 22130 have been reviewed, and 21972 and the replacements for 21973 and 22130 will be reclassified into the Basic Residential Property Maintenance domain.

 

Unit standard 12931 is no longer required by industry and will expire.  Unit standard 22842 was developed specifically for the Proprietary Plaster Cladding Systems industry, which then decided not to use the standard.  It is not used in any qualification and there is a unit standard (24364) at level 3 which is considered to be superior, therefore unit standard 22842 will expire.

 

·         Unit standards 22040 and 21973 have been reclassified to the Basic Residential Property Maintenance domain.

·         Special notes, purpose and content of unit standards 22040 and 21973 have been updated to meet current industry needs and BCITO house style.

·         Credit for unit standard 21973 has been reduced to 5.

·         Unit standards 21972 and 22130 have been designated expiring and have been replaced by 25062 and 25064 respectively in the Basic Residential Property Maintenance domain.

·         Unit standards 12931 and 22842 have been designated expiring and have not been replaced.

·         Five new unit standards have been developed for registration in the Basic Residential Property Maintenance domain.

 

Unit standards categorised as category C or D expire at the end of December 2010.
