Te Kaiāwhina Ahumahi Social Services Industry Training Organisation Inc has completed the review of the qualifications listed above.

The next qualification review is planned to take place during 2012.
Summary of review and consultation process
The review of the youth work qualifications came about as a result of the need to improve the qualifications to better reflect the youth work industry. The feedback from members of the youth work industry, including providers, youth workers, youth work employers, students, and work place assessors clearly identified this need.
The review was guided by the requirement to ensure that the appropriate knowledge, skills and values were focussed on, particularly in light of the government's Youth Development Strategy Aotearoa.
The review process began in 2004, and involved:
· focus groups of stakeholders, including education and training providers, youth workers, and employers
· a review of the outcomes of all moderation activities for the Youth Work domain, and consultation with the National Moderators
· communications from various stakeholders since the qualifications were first registered
· consultation with industry experts on the qualifications.
Main changes resulting from the review
The review process has resulted in the following changes to the qualifications:
· The qualifications and their constituent unit standards were reviewed or re-developed to be consistent with the Youth Development Strategy Aotearoa.
· Replacement of some unit standards in the qualifications.
· The first aid unit standards were removed from all three qualifications after industry consultation, because they did not guarantee currency of first aid competency. The unit standards were replaced by a special note that recommends that people participating in programmes leading to award of each of the three qualifications hold a current First Aid Certificate.
· Where appropriate, exemptions were developed for unit standards that were removed from the qualifications.
The review process has more clearly specified the different competencies required at all levels for the practice of youth work.

Changes to structure and content
· the title of the qualification has been changed to refer to Youth Leadership, rather than Youth Worker Assistant, to more closely align the title with industry usage
· standards 497, 4249, 6401, and 6402 were removed
· a special note was added recommending that people participating in a programme that leads to award of this qualification hold a current First Aid Certificate
· standards 22256 and 22257 were added
· the credit total decreased from 46 to 40
· the elective section was removed.
People currently working towards version 3 of this qualification may complete that version before December 2009 or transfer to version 4.
All versions of the qualification will be recognised by Te Kaiāwhina Ahumahi Social Services Industry Training Organisation.

This qualification contains a standard that replaced an earlier standard, and a standard that has similar outcomes that was exempted. For the purposes of this qualification, people who have gained credit for the standards are exempt from the requirement to gain credit for the new standards - see table below.

Changes to structure and content:
· a special note was added recommending that people participating in a programme that leads to award of this qualification hold a current First Aid Certificate
· the special note related to fieldwork placements was amended to provide further guidance on practicum requirements
· the credit total for the qualification was reduced from 240 credits to 200
· the credit total for compulsory standards decreased, and the credit total for the electives increased to allow for more individual choice regarding career options
· standards 497, 6401, 6402, 7930, 7934, 7948, 7970, 7972, 7973, 7975, 7984, 8000, 13104, 16851, 16860, 16866, and 19404 were removed
· standards 7928 and 16844 were replaced by standard 22246
· standards 7943, 7946, 7990, 7998, and 16862 were moved from the Compulsory section to the Elective 1 section
· standards 22247, 22249, and 22251 were added to the Compulsory section
· standards 7976, 8071, 16847, 16862, 18150, 18151, 18290, 18292, and 22254 were added to the Elective 1 section
· the standards in Elective 2 must now be at level 5 or above, and can be chosen from anywhere on the National Qualifications Framework.
People currently working towards version 4 of this qualification may complete that version before December 2010 or transfer to version 5.
