Summary of review and consultation process

 

The aluminium joinery industry has identified skills training needs that will enable it to be competitive nationally and internationally, to be responsive to changing legislation, and to align its skills and knowledge with the construction industry overall.

 

As part of this initiative, a career pathway for the industry, including a new level 4 qualification, was developed.  A summary of the skills and knowledge needed by industry at a level above the existing manufacturing qualifications [Refs: 0765 and 0766] was approved by the Industry Advisory Group in 2005.  These more advanced skills include installation, site measurement and quotation, and the manufacture of non-standard products.

 

The industry agreed that a logical progression of skills development needed to start with a review of the existing qualifications.  These were reviewed and registered as new versions in 2007.

 

All of the reviewed and new standards submitted are intended for inclusion in the proposed Level 4 qualification.

 

The installation standards 559 and 560 have never been used and, since they were first registered, there have been major changes to legislation and industry codes of practice requiring a major revision of the standards.

 

The review of standards 559, 560, and 22882, and development of the new level 4 standards, was undertaken by the Competenz Qualifications Advisory Group for Architectural Aluminium Joinery.  This group includes representatives of the 4 main proprietary systems suppliers, members of the National Fabricators group (the users of the qualification), employers of trainees currently enrolled for aluminium joinery qualifications, and the regional assessors of these programmes.

 

Both the Joinery Industry Training Organisation (JITO) and the Building and Construction Industry Training Organisation (BCITO) have been consulted and have been actively involved in the review and development process.  Members of the JITO's glass advisory group have advised on the glass and glazing standards; and the BCITO on new building legislation and codes of practice, and the standards for installation.

 

The Window Association of NZ (Inc.) Technical Committee, responsible for the development of installation methods to comply with the new building legislation, joined the Qualifications Advisory Group for the development of the installation standards.  The group met in July 26, 2007 and endorsed the new standards and the changes to standard 22882.

 

Main changes resulting from the review

 

·      Standards 559 and 560 have been replaced by a new standard 24745, that reflects important changes to industry standards and practice resulting from changes to legislation, particularly to the Building Act 2004.

·      The special notes in standard 22882 have been changed to maintain consistency with the special notes in the new standards relating to the manufacture of non-standard aluminium joinery products.

·      5 new standards have been developed for a proposed new level 4 qualification.

 

Unit standards categorised as category C will expire at the end of December 2009.
