Summary of review and consultation process
This review was undertaken in order to align the National Certificate in Electricity Supply (Line Mechanic Transmission) (Level 4) [Ref: 0872] with the requirements of the Transpower specifications TP.SS 06.20, and the requirements for registration as a transmission line mechanic as stipulated by the Electricity Workers Registration Board (EWRB) and the Third Schedule of the Electricity Regulations 1997. A mapping exercise was conducted to determine which specifications were covered by standards and the reviewed qualification was structured around those standards. New standards were drafted to cover those specifications that could not be mapped against existing standards. In order to match the competencies of TP.SS 06.20 the new qualification has two optional strands. Candidates may achieve the qualification and registration as a transmission line mechanic by taking the compulsory standards, which meet the specifications of the TP.SS 06.20 E1 and E2 modules. Candidates wishing to acquire further skills and meet the specifications of the E1 Optional module may take the Optional Work Skills (E1) optional strand, while the De-energised Work Skills (E3) optional strand meets the specifications detailed in the E3 module. The National Certificate in Electricity Supply (Line Mechanic Transmission) (Level 4) with optional strands in Optional Work Skills (E1) and De-energised Work Skills (E3) [Ref: 1389] has been endorsed by the Transpower Training Advisory Group.
Main changes resulting from the review
The National Certificate in Electricity Supply (Line Mechanic Transmission) (Level 4) [Ref: 0872] is replaced by a new qualification better aligned to the tasks required of a transmission line mechanic as recognised in TP.SS 06.20. There is no elective section in the new qualification, which can be obtained by completing all the standards in the compulsory section. However, optional strands are available for those who need to acquire the additional skills required to undertake more specialist transmission line work.

Changes to structure and content
· Optional strands have been added to the qualification.
· The National Certificate in Electricity Supply (Level 2) with optional strands in Electrical, Electrical Fitter, and Line Mechanic [Ref: 1293] has been added as a prerequisite qualification.
· The elective set has been removed from the qualification.
· Standards 6917, 10509, 10510, 12295, 17025, 17600, 17978, 18273, 18276, 20877, 24746, 24747, 24749 have been added to the Compulsory.
· Standard 20419 has been moved from the Compulsory to the E3 optional strand.
· Standard 18025 has been moved from the Elective to the E3 optional strand.
· Standards 1901, 2514, 10511, 10513, 10516, 10517, 10520, 10527, 10529, 17027, 17532, 17537, 17538, 17542, 17569, 18022, 19950, and 20847 have been removed from the qualification.
· The credit total has decreased from 111 to 83.
Transition
People currently working towards the replaced qualification may either complete that qualification or transfer their existing achievements to the National Certificate in Electricity Supply (Line Mechanic Transmission) (Level 4) with optional strands in Optional Work Skills (E1) and De-energised Work Skills (E3) [Ref: 1389].
The last date for assessment of the replaced qualification is 31 December 2010. All training programmes and courses from 1 January 2010 will lead to the award of the new qualification.
