Summary of review and consultation process

 

These qualifications were reviewed following a routine review of unit standards in the Plastics Processing Technology subfield, which commenced in 2004 and was concluded during 2006.  In addition, some unit standards used in these qualifications from other subfields had been replaced, which resulted in the need to select replacement unit standards.

 

A lead Advisory Group of representatives from industry including employers, trainees and assessors, as well as training providers and moderation staff, was formed by PaMPITO after calling for nominations nationally.  This Advisory Group examined and amended the qualifications to take account of the changes to the existing unit standards, and to ensure that they continued to reflect current industry needs.  The opportunity was also taken to update the classifications, titles, levels, and credits in the unit standard listings.  Subsequent to this work, the recommendations of the Advisory Group were extensively circulated nationally for endorsement.

 

At the same time as this review, PaMPITO was working with the paint manufacturing and glass container manufacturing sectors that it also represents.  A decision was taken by the ITO to change the structure of these qualifications away from a generic format representing a range of materials processing sectors, to new sector-specific qualifications.  The rationale for the change of format was that these sectors required qualifications that were more meaningful for their sector.  The existing qualifications had also become increasingly difficult to maintain and justify.  The decision to create sector-specific qualifications followed a similar one previously implemented for the Pharmaceutical and Allied Products sector, which is another sector represented by the ITO.

 

A review of unit standards in the Glass Container Manufacturing domain was conducted during 2006.  Following on from this, the Advisory Group examined and amended the qualifications to take account of the changes to the existing unit standards, the change in policy by PaMPITO regarding these qualifications, and to ensure that they continued to reflect current industry needs.  As training towards glass container manufacturing qualifications was delivered and assessed exclusively on a large single site, the required feedback from training, assessment, and moderation needed for this review had been progressively accumulated on that site.  A small team of staff involved with training delivery and assessment was assembled to provide the main input into this review.  Their expertise was also supplemented by a number of other specialists who all actively contributed as required.  The review involved regular meetings over a period of two months.

 

In order to conform to PaMPITO’s new policy regarding sector-specific qualifications, a Paint Manufacturers Advisory Group was formed in mid-2007 to review the structure of the Paint Manufacturing strands of the National Certificates in Materials Processing, and to develop new qualifications to replace them that drew on their experiences to date with the replaced qualifications.  A review of unit standards in the Paint Manufacturing domain was not conducted prior to this because they were still current and because they were generally considered to still be satisfactory.  The two new replacement Paint Manufacturing qualifications developed from this work were presented to the National Conference in July 2007 and subsequently circulated through the industry for endorsement.

 

Main changes resulting from the review

 

The National Certificates in Plastics Processing Technology (Production) at Levels 1, 2 and 3 [Refs: 1361, 1362, 1363] replaced the General Strand and all the plastics strands of the National Certificates in Materials Processing at Levels 1, 2 and 3 [Refs: 1072, 1073, 1074].

 

The National Certificates in Glass Container Manufacturing at Levels 1 and 2 [Refs: 1358, 1359] replaced the Glass Containers strand of the National Certificates in Materials Processing at Levels 1 and 2 [Refs: 1072, 1073].  In addition, a new National Certificate in Glass Container Manufacturing (Level 3) with strands [Ref: 1360] has also been created.

 

The National Certificates in Paint Manufacturing at Levels 2 and 3 [Refs: 1364, 1365] replaced the Paint Manufacturing strand of the National Certificates in Materials Processing at Levels 1, 2 and 3 [Refs: 1072, 1073, 1074].

 

Major changes in the replacement qualifications

·         Expiring unit standards were replaced.

·         Changes were made to titles, levels, and credits of unit standards.

·         Unit standards were moved from strands to Core Compulsory section of the National Certificates in Plastics Processing Technology (Production).

·         General Strand structure and credits were changed for the National Certificates in Plastics Processing Technology (Production).

·         Subfields were added to and deleted from the Core Elective section of the National Certificates in Plastics Processing Technology (Production).

·         Changes were made to domain classifications in the Plastics Processing Technology subfield.

·         Additional Glass Container unit standards were added to the Core Compulsory sections and these sections were enlarged for the National Certificates in Glass Container Manufacturing.

·         The unit standard selections in the Core Elective sections were reduced and more closely defined for the National Certificates in Glass Container Manufacturing.

·         Strands were added to the National Certificate in Glass Container Manufacturing (Level 2) [Ref: 1359].

·         The National Certificate in Glass Container Manufacturing (Level 2) with strands [Ref: 1359] had a higher credit value than the expiring qualification.

·         The National Certificate in Paint Manufacturing (Level 2) [Ref: 1364] replaced and combined the content of the previous Level 1 and Level 2 qualifications.

·         The National Certificate in Paint Manufacturing (Level 2) [Ref: 1364] contained a higher proportion of paint manufacturing-specific unit standards and has slightly higher credit value than either of the previous Level 1 and Level 2 qualifications.

·         Some specialisation in paint manufacturing technology was now possible in both the replacement qualifications.

·         The National Certificate in Paint Manufacturing (Level 3) [Ref: 1365] has a higher credit value than the expiring qualification.

This qualification contains standards that replace earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification

Transition arrangements are required

Transition may be limited to phase-out dates

Category D

Qualification will expire.

There is no replacement qualification

Qualification is no longer required by industry

The qualification is designated as expiring and a last date for meeting the qualification requirements is set
