Summary of review and consultation process
The unit standards were reviewed because they had reached their anticipated expiry date.
A review panel made up of key industry representatives and Agriculture ITO field staff from each of the farming sectors was formed, and meetings were convened. Initial discussions focused on the current status of the industry sector, any changes which had occurred since the last review which impacted on training, and the future direction of the industry.
Role holders and associated skills and knowledge were identified for each industry sector. The information collected was compared with existing unit standards and changes made in consultation with industry representatives. New unit standards were written where gaps existed.
Feedback received since the last review was also considered by the review panels, and where this was considered valid, was included in the review process.
Draft unit standards were circulated for internal ITO consultation to training advisors, key accounts managers, and moderators. Suggestions were further considered by the review panel and incorporated if valid.
Final drafts were then placed on the website and all stakeholders were notified of the opportunity to provide feedback. Stakeholders consisted of farmers, farmer trainers, industry sector organisations, training providers, and other ITOs.
Feedback was considered by the review panel, and unit standards were updated. Unit standards were endorsed by the Agriculture Industry Committee.
Unit standards 18195, 18197, 19089-19091 in the Dairy Farming domain were currently under review and would be included in a subsequent review report.
Main changes resulting from the review
Domain: Agricultural Resource Maintenance
The requirement to lay and join an on-farm water supply system for unit standard 31 was deleted, and the title has changed to more accurately reflect the amended content of the unit standard.
Domain: Agricultural Vehicles and Machinery
· Definitions in special notes have been updated, and new definitions added to assist interpretation of unit standards
· Legislation relating to the age of a person to legally drive a tractor was updated
· A special purpose vehicle (SPV) is now referred to as an All Terrain Vehicle Utility (ATVU)
· Unit standard 19043 was merged with unit standard 19049, and new elements added relating to attaching and detaching an implement. A new id 24552 was allocated.
· Unit standard 19050 was assigned Category D as the skills are more appropriately covered by 24552
· New element 1 was added to unit standard 19051
· Unit standard 19052 was split into 24536 and 24537, which covers both 2WD and 4WD tractors, and includes driving with an attached implement
· Unit standard 19055 no longer requires assessment for trailed equipment
· Unit standard 19057 was split into 24555, 24556, and 24557 to reflect the different safety requirements of motorcycles, ATVUs, and ATVs
· Unit standards 19056, 19058, 19059 and 19060 have been split into 24553 and 24554, 24558 and 24559, 24560 and 24561, and 24562 and 24563 respectively. This reflects the different requirements for ATVUs and All Terrain Vehicles (ATVs) on varying terrain, and with various types of equipment or loads, and levels and credits adjusted accordingly
· Credits have increased for unit standards 19046, 19048, 19051, 19054, and 19063 to more accurately reflect the time taken for learning and assessment
· Credits have decreased for unit standards 19044 and 19053.
Domain: Dairy Farming
· Unit standard 18198 was split into 24546 and 24567, as some trainees were not able to be assessed for all elements. Drafting cattle during milking is covered by unit standard 24548
· Unit standard 19088 was split to 24548 and 24549 to reflect the logical cluster of activities on a dairy farm, and overall credits have increased for 24548
· Unit standard 18196 was partly replaced by 24550 and 23786
· New unit standard 24551 was written to cover a gap related to handling heifers and cows following calving
· Credits have increased for unit standard 18199 from 4 to 7
· Some range statements have been amended to assist interpretation, and to provide minimum evidence requirements.
Domain: General Agriculture
· Credits have increased for unit standard 19137 from 1 to 2
· Unit standard 19139 includes a weather station as an option for gathering and recording information
· The requirement to take and interpret a soil test (practical) in unit standard 19142 was changed to knowledge (theory) of soil testing, and a new element 5 was added. Credits increased from 4 to 6
· The level for unit standard 19143 has decreased from 3 to 2
· Unit standard 19144 was replaced by unit standards 24542-24544.
· Some range statements have been amended to assist interpretation, and to provide minimum evidence requirements.
Unit standards categorised as category C or D expire at the end of December 2011.
