The Building and Construction Industry Training Organisation has completed the review of the qualifications listed above.
Date new versions published May 2008
The next qualification review is planned to take place during 2013.
Summary of review and consultation process
These qualifications were reviewed as part of the scheduled review process, and in response to changing industry needs. Feedback was sought from separate working parties comprising representatives from each of the sectors. The working parties considered the structure and content of the qualifications, which were updated following consultation and subsequently endorsed by industry.
Main changes resulting from the review
Both qualifications contained a number of standards that covered similar skills at different levels. The lower level skills were removed from both qualifications and BCITO is considering incorporating these unit standards into a new lower level qualification. This assessment is expected to be completed in 2008. Details of standards were updated to reflect the outcome of reviews. The optional strands in National Certificate in Fibrous Plaster (Manufacture) [Ref: 0274] were altered to more accurately reflect the needs of industry. Two standards considered important to the construction industry were added to the compulsory section of both qualifications. They are unit standard 8492, Use standard units of measurement and unit standard 22145, Handle construction materials. The level was added to each of the qualification titles.

Changes to structure and content
· details of standards were updated to reflect the outcome of reviews
· standards 13036, 12997, and 9184 were reclassified to the Core Construction domain and the qualification was updated to reflect the change
· standards 8492 and 22145 were added to the compulsory section
· standards 6071 and 6073 were removed, and standard 22157 replaced standard 6070 in the Fixing Strand
· standard 6075 was removed from Finishing Strand
· the level of the qualification was added to the title
· the credit range for the qualification was changed from 81-87 to 86-87.
Transition
People currently working towards Version 3 may choose to complete that version or transfer their results to Version 4.
The final date for assessment of Version 3 is 31 December 2010. The final date for entry into Version 3 is 31 December 2008.
This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

Changes to structure and content

· standards 4350, 4351, 4352 and 4353 were removed from the compulsory section
· standards 8492 and 22145 were added to the compulsory section along with standard 6128 from the Casting Sheets Optional Strand
· the Specialist Panels Optional Strand was renamed Panel and Tiles Optional Strand
· the Casting Models Optional Strand was renamed Specialist Models and Mould Making Optional Strand and the credit requirements have increased from 20 to 24-38
· standards 23534, 23535, 23536, and 23538 in the Specialist Models and Mould Making Optional Strand and standard 23537 in the compulsory section replaced standard 6131, which was in the compulsory section
· the minimum credits for the qualification decreased from 103 to 72
· the title of the qualification was amended to reflect the new strand names and the level was added to the title.
Transition
People currently working towards Version 4 may choose to complete that version or transfer their results to Version 5.
The final date for assessment of Version 4 is 31 December 2010. The final date for entry into Version 4 is 31 December 2008.

General Transition
All versions of these qualifications will be recognised by the Building and Construction Industry Training Organisation. It is not intended that anyone will be disadvantaged by this review and the above arrangements have been designed for a smooth transition. However, anyone who feels they have been disadvantaged may appeal to the Building and Construction Industry Training Organisation at the address below.
