The NZ Motor Industry Training Organisation (Incorporated) (MITO) has completed the review of the qualifications listed above.
Replacement qualifications
National Certificate in Motor Industry (Sales and Service) with strands in Automotive Parts and Accessories, Automotive Service Reception, Service Station, and Vehicle Sales [Ref: 1380].
Date new versions published May 2008
The next qualification review is planned to take place during 2013.
Summary of review and consultation process
The review of these qualifications was part of a major review of the motor industry and outdoor fabric product qualifications (QReview) conducted by MITO from 2004 to 2007. The entire QReview process has been overseen by the QReview Steering Group, who developed review processes and principles to be followed by the Advisory Groups formed for each industry sector, and have given final endorsement to the new and reviewed standards and qualifications.
Initial meetings of the Steering Group identified the need for a clearer career pathway for people already in, and those entering the motor or industrial textile fabrication industries. This led to a more coherent relationship being formed between all of MITO's qualifications through the creation of common cores with strands, and separation into a progression of qualification levels to provide a clearer qualification pathway.
Advisory Groups, made up of industry experts and representative bodies, were formed for each of the qualification sectors to provide advice on the requirements of each of the industry sectors moving forward. These groups each met several times to form the draft qualifications and standards. The resulting documents were then all published on the MITO website and surveys were circulated to all stakeholders to provide feedback. Industry publications and organisations were also used to advise stakeholders that the consultation process was underway. All relevant feedback was incorporated into the final drafts and these were endorsed by the respective Advisory Groups and then by the QReview Steering Group.

There are substantial differences between the new and replaced qualifications. Changes include
· compulsory standards common across each sector
· qualification structure now compulsory in the core, and elective in the strand
· candidates must now complete a strand to meet the requirements of the qualification
· updated standard titles, levels and credits.
Automotive Parts and Accessories Strand
· replaced the National Certificate in Motor Industry (Automotive Parts and Accessories Merchandising) [Ref: 0099]
· total credit requirement has decreased from 99 to 92
· standards 56, 57, 376, 1277 remain compulsory, and 388 and 422 remain elective
· compulsory standards 229, 334, 379, 383, 395 have been moved to the strand and are now elective
· standards 983, 3383, 3501, 8074 and 9694 have been removed
· standards 225, 382, 386, 387, 389, 390, 391, 398, 3382, 12349, 15369, 15370, 15411, 15412 and 15413 have been removed from the qualification, however similar generic or other motor industry standards have been included in the qualification to retain these skills (standards are included in the exemption table in the qualification where suitable)
· standards 62, 64, 249, 327, 405, 497, 2990, 6534, 7118, 11097, 11831 and 12008 have been added through the inclusion of the compulsory section
· standards 406, 934, 2925, 5740, 5777, 10458, 10466, 11963, 11975, 11981, 11986, 15367, 15371, 21673, 21681, 22789, 23743 and 24077 have been added to the strand.
Automotive Service Reception Strand
· replaced the National Certificate in Motor Industry (Automotive Service Reception) [Ref: 0676]
· total credit requirement has increased from 66 to 82
· the level of the qualification has increased from 2 to 3
· standards 56, 57, 249, 405, 1277 and 11097 remain compulsory
· compulsory standards 101, 121, 379, 934, 946, 5740, 11744, 15371 and 15408 have been moved to the strand and are now elective
· standards 7124 and 9677 have been removed
· standards 382, 398 and 11745 have been removed from the qualification, however similar generic or other motor industry standards have been included in the qualification to retain these skills (standards are included in the exemption table in the qualification where suitable)
· standards 62, 64, 327, 376, 497, 2990, 6534, 7118, 11831 and 12008 have been added through the inclusion of the compulsory section
· standards 5777, 7123, 10458, 11986, 15367, 21716, 21857, 22789, 23743 and 24077 have been added to the strand.
Service Station Strand
· replaced the National Certificate in Motor Industry (Service Station Sales) [Ref: 0026]
· total credit requirement has changed from 64-68 to 67
· standards 56, 57, 62, 64, 249, 376, 405, 497, 1277 remain compulsory, and 406 remains elective
· compulsory standard 393 has been moved to the strand and is now elective
· standards 225, 229, 233, 238, 245, 247, 379, 386, 392, 398, 400, 408, 916, 3384, 3501, 9694 and 12349 have been removed
· standards 382, 384, 385, and 401 have been removed from the qualification, however similar generic or other motor industry standards have been included in the qualification to retain these skills (standards are included in the exemption table in the qualification where suitable)
· standards 327, 2990, 6534, 7118, 11097, 11831 and 12008 have been added through the inclusion of the compulsory section
· standards 422, 6401, 6402, 11951 and 20733 have been added to the strand.
Vehicle Sales Strand
· replaced the National Certificate in Motor Industry (Vehicle Sales) [Ref: 0025]
· total credit requirement has decreased from 99 to 92
· the level of the qualification has decreased from 4 to 3
· standards 56, 57, 64, 249, 376, 405, 497, 1277 and 6534 remain compulsory
· compulsory standards 247, 379, 380, 394, 395, 397, 9694 and 11743 have been moved to the strand and are now elective
· standards 225, 229, 386, 1865 and 3501 have been removed
· standards 382, 385, 390, 391, 396, 398 and 15412 have been removed from the qualification, however similar generic or other motor industry standards have been included in the qualification to retain these skills (standards are included in the exemption table in the qualification where suitable)
· standards 62, 327, 2990, 7118, 11097, 11831 and 12008 have been added through the inclusion of the compulsory section
· standards 101, 383, 388, 934, 1299, 2925, 5740, 5777, 7124, 9677, 10458, 10466, 22789 and 23844 have been added to the strand.
Transition
Programmes leading to the new qualification are being introduced during 2008. People currently working towards any of the replaced qualifications may either complete the requirements for that qualification or transfer their results to this qualification.
The last date for entry to training programmes or courses for the replaced qualifications is 31 December 2008. The last date for assessment of the replaced qualifications is 31 December 2010.
This qualification contains standards that replace or are being used as substitutes for earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.
