Summary of review and consultation process
In March 2006 the Pacific Islands advisory network met to consider whether generic Pacific Island Early Childhood Education unit standards could be developed for the following domains: Cook Islands: Te Punanga Reo Kuki Airani; Fiji: Na I Taukei Mai Viti; Niue: Kautaha Aoga Niue; Samoa: A'Oga Amata; Tokelau: Ofaga o te Gagana Tokelau; Tonga: Akoteu, to meet the requirements of the different Pacific Island groups.
In order to help achieve level and credit parity for each island group:
· Unit standard 12695 was used as a basis for new unit standards contextualised for each of the other domains above.
· Unit standard 12641 was used as a basis for a new unit standard, contextualised for the domain Tokelau: Ofaga o te Gagana Tokelau.
· Unit standard 12680 was used as a basis for a new unit standard, contextualised for the domains Niue: Kautaha Aoga Niue, Tokelau: Ofaga o te Gagana Tokelau, and Tonga: Akoteu.
· A new unit standard (25255) was written to overcome issues of duplication in, and to replace, unit standards 12688 and 12693 and to ensure the important and relevant learning objectives in these standards were maintained. This new unit standard was used as a basis for new unit standards, contextualised for each of the other domains above.
The new unit standards help to address the balance of credits available at levels 5 and 6 in Elective 1 of the National Diploma in Teaching (Early Childhood Education, Pasifika) (Level 7) [Ref: 0983].
The changes to the existing unit standards and the new unit standards were endorsed by the panellists and the wider e-network.
The new and reviewed unit standards could also be incorporated into the National Certificate in Early Childhood Education and Care (Level 5) [Ref; 0430] and National Certificate in Pacific Islands Early Childhood Education (Pasifika Management) (Level 6) [Ref: 0982] when the qualifications are next reviewed.
Main changes resulting from the review
· Titles of unit standards 12641, 12657, 12659, 12668, 12580, and 12695 were amended.
· Level of unit standard 12668 was reduced from 6 to 5.
· There were changes of credit value for unit standard 12641 from 4 to 5, for 12657 from 5 to 4, for 12659 from 8 to 5, and for 12668 from 7 to 5.
· Unit standards 12688 and 12693 were replaced by unit standard 25255.
· Special notes were revised and updated to include changes to legislation and references.
· Minor errors in purpose statements and elements were amended.
· 15 new unit standards were written to meet the philosophy, protocols, and culture of various groups of Pacific Islands stakeholders.
Unit standards categorised as category C expire at the end of December 2011.
