Review of Electricity Supply qualifications

National Certificate in Electricity Supply (Mechanical Fitter) (Level 4) with strands in Hydro, Networks, and Thermal; and an optional strand in Electrical Services [Ref: 0918]

 

The Electricity Supply Industry Training Organisation (ESITO) has completed the review of the qualifications listed above.

Summary of review and consultation process

 

A review was undertaken of the above qualifications to ascertain their continued relevance to industry.  Consultation determined that due to the changing nature of roles within the Electricity Supply Industry, the qualifications were now out-of-date and unachievable.  It was decided that the National Certificate in Mechanical Engineering (Level 4) with strands in Fitting and Machining, General Engineering, Machining, Maintenance Engineering, Toolmaking, and Electricity Supply [Ref: 1262] was a more relevant qualification.

 

Consultation was therefore entered into with Competenz to add an electricity supply strand to this qualification.  The revised qualification with this strand effectively replaces the National Certificate in Electricity Supply (Mechanical Fitter) (Level 3) with strands in Hydro, Networks, and Thermal [Ref: 0891] and the National Certificate in Electricity Supply (Mechanical Fitter) (Level 4) with strands in Hydro, Networks, and Thermal; and an optional strand in Electrical Services [Ref: 0918] which are being designated expiring.

 

Main changes resulting from the review

 

The National Certificate in Electricity Supply (Mechanical Fitter) (Level 3) with strands in Hydro, Networks, and Thermal [Ref: 0891] and the National Certificate in Electricity Supply (Mechanical Fitter) (Level 4) with strands in Hydro, Networks, and Thermal; and an optional strand in Electrical Services [Ref: 0918] have been designated expiring and will expire at the end of December 2011.

Transition

 

There are no candidates currently enrolled in programmes leading to the award of these qualifications.  As a result of this, the last date for assessment for both qualifications is 31 December 2011.

 

Any person who feels they have been disadvantaged by these transition arrangements should contact ESITO at the following address.  All appeals will be considered on a case-by-case basis.

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification
