Replacement qualification

 

National Certificate in Public Sector Services (Induction) (Level 3) [Ref: 1453]

 

Summary of review and consultation process

 

The qualification was due for review in 2002, and four of its compulsory standards had expired and were no longer achievable.  There were no learners enrolled in programmes leading to the qualification and it had never been awarded.

 

Learning State was involved over the last two years in developing a State sector induction programme and stakeholders agreed that the new induction qualification should replace this introductory qualification.  

 

Consultation was carried out with a large number of State sector agencies and the new induction programme was trialled in two agencies, and it was anticipated that there would be a high demand for the new qualification as recognition for people completing induction programmes.

 

Main changes resulting from the review

 

The qualification was replaced.  The new qualification included the word induction instead of introduction to better reflect the purpose of the qualification.  The number of compulsory standards was reduced to reflect the core components of the State sector induction programme.

While there is some commonality between the new and replaced qualification, there are also substantial differences.  These include:

·      the credit value of the qualification was reduced from 60 to 43 credits

·      compulsory standards 17213 and 14950 were retained, and standards 19906, 19907 and 25052 were added to the compulsory section

·      the elective section was expanded to include credit from whole domains rather than specified standards

·      the option for selecting credit from anywhere on the NQF was removed.

 

People who have gained credit for standards in the following expired classification may use those credits towards meeting the elective requirements of the new qualification.

Transition for replaced qualification

 

Learning State is not aware of any existing candidates for the replaced qualification.  However, if there are any existing candidates they may choose to complete the requirements of that qualification or transfer to the National Certificate in Public Sector Services (Induction) (Level 3) [Ref: 1453].  The latter course of action is recommended.

 

The replaced qualification contains standards that have expired.  People choosing to complete that qualification, may use credit for the replacement standards as exemptions for expired standards - see table below.
