Summary of review and consultation process

 

The review was undertaken to determine the place of the above standards in the sector, given the recent introduction of a new domain structure for Scaffolding (approved in March 2008) and the submission of new standards for registration in the recently introduced Intermediate Scaffolding domain (standards 23716-23722).  The new standards arise primarily as a response to technological and process developments in the industry; however a review of the above standards was required to determine whether any replacement relationships existed.

 

The appropriate OTTO advisory group, SRIIT, led the review process.  Feedback was sought from stakeholders through representatives of interest groups such as employers, unions, training organisations and assessors and from the national moderator for scaffolding.  The executive of SRIIT, comprising representatives of these and other groups (such as candidates and wider industry) also consulted their constituencies and commented accordingly.

 

As a result of the review standards 4208-4211 have had their special notes amended to avoid issues of overlap with the new standards, and reclassified to the new Advanced Scaffolding domain.  These standards are slated for further review in the near future as part of the probable introduction of a group of smaller, more targeted and malleable Advanced Scaffolding standards.  This is part of an ongoing process to improve the relevance and quality of both standards and qualifications managed by OTTO in the Lifting Equipment subfield.

 

Main changes resulting from the review

 

·      Credit values have decreased to better reflect actual time taken for delivery, learning and assessment.

·      Special notes have been amended to remove items from ranges that cause overlap with the new Intermediate Scaffolding standards.

·      References in the special notes have been updated for consistency with the most recently registered standards.

·      Reference to generic scaffolding types in the special notes have been removed as these are superfluous.

·      Entry requirements have been updated for qualification structure changes.

·      Seven new standards (23716-23722) have been developed, and registered in the Intermediate Scaffolding domain.
