Summary of review and consultation process
Unit standards 1770-1775 were designed to assist trainees prepare for, and recognize achievement of, the Certificate of Knowledge of Law and Practice that is required for a Transport Service Licence application. The Certificate of Knowledge of Law and Practice is gained through sitting and passing the ASL (Assessment Systems Ltd) Transport Service Licence examination.
Following changes to legislation, New Zealand Transport Agency (NZTA) approved handbooks and examinations for the Certificate of Knowledge of Law and Practice were reviewed and republished in December 2007. As a result, the outcomes of unit standards 1770-1775 no longer align with the Certificate of Knowledge of Law and Practice handbooks and tests.
The decision to expire rather than update the unit standards was made on the basis that maintaining unit standards in line with an external examination system was not practicable. Moreover, as the examinations are designed to recognize a basic knowledge of the applicable laws and practices for each transport industry sector, the elements of 1770-1775 are covered in more depth by existing unit standards in the Commercial Road Transport subfield.
Consultation with all accredited providers, registered assessors and NZTA officials was carried out in June 2008. Notification of the decision to expire the standards was sent out to stakeholders in September.
Following expiry of the unit standards Tranzqual will update the National Certificate in Road Transport Management (Operations) (Level 4) [Ref: 1209] and the National Diploma in Road Transport Management [Ref: 0961].
The National Certificate in Commercial Road Transport (Courier Driver) with strands in Urgent Operations, and Non-urgent Operations [Ref: 1084] and the National Certificate in Transportation of Waste and Recoverable Resources (Solid Waste) with strands in Light Motor Vehicle and Heavy Motor Vehicle [Ref: 1232] will be updated in 2009.

Unit standards categorised as category D will expire at the end of December 2010.

Unit standard 1770 has been removed from the list of standards requiring NZ Transport Agency (previously Land Transport New Zealand) involvement in accreditation.
