Summary of revision, review and consultation process

 

Feedback from key Learning State stakeholders supported the need to review two of the Public Sector Core Skills standards.  These two standards form a key part of the State sector's new induction programme which has been trialled over a six month period with three government agencies.  Feedback and comments from agency assessors and Learning State moderators indicated that changes were required to improve these standards.  The changes were collated and consultation with State sector subject matter experts was undertaken including the State Services Commission Legal and Governance departments.

 

Modifications were made based on the recommendations resulting from the consultation feedback.  These include modifications to update legislative references and accurately reflect policy changes within the State sector as well as to improve clarity of unit standards and ensure they are fit for purpose.

 

A new standard was written to cover knowledge relating to the New Zealand government and the State sector.  It was also decided to revise standard 14945 to update references to reflect the new State Services Code of Conduct which came into effect on 30 September 2007.  References to the Public Service Code of Conduct were also changed to State Services Code of Conduct and Public sector was changed to State sector.

 

Main changes resulting from the revision/review

 

·         Purpose statements have been amended to accommodate changes to the elements.

·         Special notes have been updated, amended and/or reworded for clarification and accuracy.

·         Elements have been amended for clarification and simplification.

·         Performance criteria and range statements have been amended in accordance with changes to elements, and for clarification and simplification purposes.

·         References updated on the revised standard.

·         A new standard was created.
