Review of Elementary Construction Skills qualification

The Building and Construction Industry Training Organisation has completed the review of the qualification above.

Summary of review and consultation process

 

Extensive consultation covering three years resulted in the partial review of what was the National Certificate in Elementary Construction Skills with strands in Entry Level, Advanced Level, and Basic Residential Property Maintenance [Ref: 0751].  The qualification was split into three separate qualifications.  Two new qualifications, the National Certificate in Building, Construction, and Allied Trades Skills (Level 1) [Ref: 1367] and the National Certificate in Building, Construction, and Allied Trades Skills (Level 2) [Ref: 1368], replaced the Entry Level and Advanced Level strands at Level 1 and Level 2 in the new Building, Construction, and Allied Trades Skills domain.  The remaining strand was incorporated into the title of the existing qualification to undergo a further review when the review of all the standards in the Elementary Construction Skills domain was complete.

 

The Elementary Construction Skills domain is now lapsing and being superseded by the Basic Residential Property Maintenance domain, necessitating the review of the National Certificate in Elementary Construction Skills (Basic Residential Property Maintenance) [Ref: 0751].

 

Extensive consultation was undertaken with Housing New Zealand Corporation, NorthTec and Responsive Trade Education (two providers with a vested interest), NZ Flooring ITO, Agriculture ITO, Building Services Contractors ITO, New Zealand Sports Turf ITO, Plumbing, Gasfitting, Drainlaying and Roofing ITO, Creative Trades ITO, Electrotechnology ITO and the Electrical Workers Registration Board, and Joinery ITO.

 

The consultation focused on the need to formalise training for people working in basic residential property maintenance, while providing a pathway into further training within the construction industry.  Standards applicable to each trade were developed and registered, in preparation for the development of the National Certificate in Basic Residential Property Maintenance (Level 2) with an optional strand in Basic Construction Project Work [Ref: 1450].  This qualification has been endorsed by the ITO for each trade, and will be registered in the Basic Residential Property Maintenance domain, with Building and Construction Industry Training Organisation being responsible for its administration.

 

Main changes resulting from the review

 

The qualification has been replaced by a new qualification that is significantly different, including the introduction of eighteen standards and the removal of nine.  The compulsory section has been expanded to include standards covering specific residential maintenance skills as well as a range of broader construction-related skills.  The electives have been replaced with an optional strand from which candidates may choose three project-based standards.

The National Certificate in Basic Residential Property Maintenance (Level 2) with an optional strand in Basic Construction Project Work [Ref: 1450] replaced the National Certificate in Elementary Construction Skills (Basic Residential Property Maintenance) [Ref: 0751].

 

Changes to structure and content

·      Standards 5228, 5241, 6400, 6401, 6402, 12931, 24352, 24353 and 90149 have been removed from the qualification.

·      Standards 543, 8492, 21209, 22145, 22040, 24357, and 25065-25069 have been added to the Compulsory section.

·      Standards 21972 and 22130 have been replaced by 25062 and 25064 respectively.

·      Electives 1 and 2 have been removed from the qualification.

·      A new optional Basic Construction Project Work strand has been added to the qualification.

·      Standards 12932 and 22129 have been moved to the optional strand in Basic Construction Project Work.

·      The title of the qualification has been updated to reflect registration in the Basic Residential Property Maintenance domain and to reflect content.

·      The minimum credits have increased from 73 to 74.

 

This qualification contains standards that replace or are substituted for other standards.  For the purposes of this qualification, people who have gained credit for the replaced or substituted standards are exempt from the requirement to gain credit for the replacement standards.

Transition

 

People currently working towards version 4 of the National Certificate in Elementary Construction Skills (Basic Residential Property Maintenance) [Ref: 0751] may choose to complete that version or transfer their results to the National Certificate in Basic Residential Property Maintenance (Level 2) with an optional strand in Basic Construction Project Work [Ref: 1450].

 

The final date for entry into version 4 of the National Certificate in Elementary Construction Skills (Basic Residential Property Maintenance) [Ref: 0751] is 31 December 2008.  The final date for assessments to take place for version 4 is December 2010.

 

All versions of these qualifications will be recognised by the Building and Construction Industry Training Organisation.  It is not intended that anyone is disadvantaged by this review, and the above arrangements have been designed for a smooth transition.  However, anyone who feels they have been disadvantaged may appeal to the Building and Construction Industry Training Organisation at the address below.
