Summary of review and consultation process
Tranzqual ITO has undertaken an extensive review of the qualifications and key standards in the Cargo Operations and Port Machinery Operations domains. Consultation with stevedoring and ports industry stakeholders began in 2005 culminating in the production, during September 2006, of a stevedoring and ports strategic training plan. The plan identified the need to supplement the two existing qualifications with a lower level qualification aimed at new entrants into the industry.
The strategic training plan included the review of the National Certificate in Stevedoring and Ports Industry (Cargo Handling) [Ref: 1010] to ensure compatibility with the proposed lower level qualification. The plan also set out the requirement that the National Certificate in Stevedoring and Ports Industry (Cargo Operations) with strands in Cargo Supervision, and Cargo Planning [Ref: 1011] be reviewed to align more closely to company and trainee requirements.
In June 2007 an industry panel met to commence the development stage of the project, followed by further meetings in July and September 2007. The panel confirmed the actions arising from the stevedoring and ports strategic training plan, and reviewed the requirements of the two existing qualifications; and developed the new lower level qualification.
Main changes resulting from the review
The review process has resulted in one new qualification:
National Certificate in Stevedoring and Ports Industry (Cargo Handling) (Level 2) [Ref: 1451]
This new qualification is intended for new entrants to the stevedoring and ports industry, including casual employees; it is designed to cover the knowledge required for occupational safety and the skills required for core cargo operations.

The qualification has been amended to provide a coherent pathway from the proposed Level 2 qualification, to include a greater selection of cargo-related unit standards, and to introduce health and safety unit standards. The minimum credit total has increased from 60 to 62 to allow scope for the future development of a Limited Credit Programme. The title has been amended to include the level of the qualification to distinguish it from the proposed Level 2 qualification.
Changes to structure and content
· standard 11506 has increased to Level 3
· standards 11506, 18954, and 20053 were added to the Compulsory section
· two new standards 25099 and 25101 were added to Elective Set A
· standards 1296, 1312, 15757, 17600, and 20645 were added to Elective Set B
· standards 16606, 16608, and 16609 were removed from Elective Set B
· credit requirement for achievement of qualification changed from 60 to 62
· title has been adjusted to include level
· Cargo Operations domain has been removed from Elective Set A and replaced by listed standards from this domain.
Transition
People currently working towards version 1 of this qualification may either complete the requirements for that version or transfer their results to version 2 of the qualification. The final date for assessments to take place for version 1 is December 2010.

The qualification has been changed to better reflect industry needs and the learning demand and responsibility required of candidates engaged in cargo planning, and/or cargo supervision activities.
Changes to structure and content
· standard 16605 removed from Compulsory section
· standards 1296, 1312, 11512, 11514, 20056, and 20645 were added to the Compulsory section
· Elective sets A and B deleted from qualification
· credit requirement for achievement of qualification changed from 70 to 74.
Transition
People currently working towards version 1 of this qualification may either complete the requirements for that version or transfer their results to version 2 of the qualification. The final date for assessments to take place for version 1 is December 2011.
