Summary of review and consultation process

 

A review was undertaken of unit standards in the Thoroughbred Racing domain that had reached their planned review date.  Also included were unit standards 1630 (which was updated to meet new regulatory requirements) and 22356.

 

Submissions were requested from stakeholders, namely, the Racing Codes governing body, industry representatives, employers, tutors, and providers.  An advisory group met to consider submissions and consultation drafts were formulated.  These drafts were circulated and endorsed in December 2007 by the NZ Trainers' Association and the NZ Apprenticeship Board.

 

Stakeholders were asked to consider the following:

·      The currency of the unit standards and their suitability for existing and proposed qualifications

·      The accuracy and appropriateness of their content

·      The alignment of levels and credits with outcomes

·      Any gaps in skills and/or knowledge that could be filled by the development of new unit standards.

 

In the main, only minor amendments were made to the unit standards, except for Unit 12627, Seek raceday rides, be interviewed, and manage financial transactions in thoroughbred racing.  Unanimous support was received from industry to bolster the financial management aspects of jockey training to prepare candidates for coping with the self-employed nature of raceday riding.

 

Also, a new unit standard has been developed to meet industry's request for greater emphasis on, and greater depth of knowledge in, rules and regulations.  This is in response to the licence holders' need to not only comply with, but also have an in-depth knowledge of, these rules and regulations to enable them to defend themselves in the industry's judicial process.

 

Main changes resulting from the review

 

·         Unit standards 1628, 1633, and 20523, which were adapted for multi-code delivery, were reclassified in the Equine Industry domain.

·         Amendments were made to elements and performance criteria to improve clarity, consistency, and to meet regulatory requirements.

·         Range statements were amended to clarify evidence requirements.

·         Special notes were amended to reflect updated titles and contact details.

·         Credits increased for unit standards 12627 and 22356.

·         The title of unit standard 12627 was amended for consistency with other registered standards.

·         Entry information was changed to 'open' for unit standards 1628 and 20523.

·         Unit standard 24891 was developed to support the New Zealand Rules of Racing.
