Review of Motor Industry qualification

The NZ Motor Industry Training Organisation (Inc) (MITO) has completed the review of the qualification listed above.

 

Replacement qualifications

 

·        National Certificate in Motor Industry (Automotive Heavy Engineering) (Level 3) with strands in Agricultural Equipment, Materials Handling Equipment, Plant and Equipment, and Road Transport [Ref: 1445]

·        National Certificate in Motor Industry (Automotive Heavy Engineering) (Level 4) with strands in Agricultural Equipment, Materials Handling Equipment, Plant and Equipment, and Road Transport [Ref: 1446]

Summary of review and consultation process

 

The review of these qualifications was part of a major review of the motor industry and outdoor fabric product qualifications (QReview), which was conducted by MITO from 2004 to 2007.  The entire QReview process was overseen by the QReview Steering Group, which developed review processes and principles to be followed by the advisory groups formed for each industry sector, and gave final endorsement to the new and reviewed standards and qualifications.

 

The steering group identified the need for a clearer career pathway for people already in, or entering the motor or industrial textile fabrication industries.  This led to a more coherent relationship being formed between all of MITO's qualifications through the creation of common cores with strands, and separation into a progression of qualification levels to provide a clearer qualification pathway.

 

Advisory groups made up of industry experts and representative bodies were formed to provide advice on the requirements of each of the industry sectors.  These groups met several times to form the draft qualifications and standards.  The drafts were published on the MITO website and surveys were circulated for comment.  Industry publications and organisations were also used to advise stakeholders of the consultation process.  All relevant feedback was incorporated into the final drafts, which were endorsed by the respective advisory groups and the QReview Steering Group.

There are substantial differences between the new and replaced qualifications.

 

Changes to structure and content include

·      The new qualifications have core compulsory and core elective sections.

·      Ref 1445 and Ref: 1446 have strands in Agricultural Equipment, Materials Handling Equipment, Plant and Equipment, and Road Transport with compulsory and elective sections in each strand.

·      Candidates must now complete a strand in Ref: 1445 before they may progress to the corresponding strand in Ref: 1446.

·      Standards 242, 898, 915, 2314, 2322, 3385, 3387, 5438, and 15373 were moved to the Agricultural Equipment compulsory of Ref: 1445.

·      Standards 877, 5440, and 15440 were replaced by new standards in the Agricultural Equipment compulsory of Ref: 1445.

·      Standards 235, 240, 380, 883, 902, 917, 929, 2324, 2334, 2336, 2340, 15441, and 15476 were moved to the Agricultural Equipment elective of Ref: 1445.

·      Standards 230, 913, 914, 937, 950, and 15475 were replaced by new standards in the Agricultural Equipment elective of Ref: 1445.

·      Standards 2333 and 15384 were moved to the core compulsory of Ref: 1446.

·      Standards 398 and 3396 were replaced by new standards in the core compulsory of Ref: 1446.

·      Standard 968 was moved to the core elective of Ref: 1446.

·      Standards 15405 and 15410 were moved to the Agricultural Equipment compulsory of Ref: 1446.

·      Standards 5441 and 15375 were replaced by new standards in the Agricultural Equipment compulsory of Ref: 1446.

·      Standards 906, 972, 2320, 2331, 2347, 3392, 3393, 15479, and 15483 were moved to the Agricultural Equipment elective of Ref: 1446.

·      Standards 881, 887, 964, 971, 2346, and 5439 were replaced by new standards in the Agricultural Equipment elective of Ref: 1446.

·      Standard 934 was moved to both the Agricultural Equipment elective of Ref: 1445 and the Agricultural Equipment elective of Ref: 1446.

·      Standards 965 and 3391 were replaced by new standards in the core compulsory of Ref: 1445 and the core compulsory of Ref: 1446.

·      Standards 2330, 5437, and 5443 were replaced by new standards in the Agricultural Equipment compulsory of Ref: 1445 and the Agricultural Equipment compulsory of Ref: 1446.

·      Standards 2342, 2343, and 3394 were replaced by new standards in the Agricultural Equipment compulsory of Ref: 1445 and the Agricultural Equipment elective of Ref: 1446.

·      Standard 15404 was replaced by new standards in the core compulsory and the Agricultural Equipment elective of Ref: 1445.

·      Standards 15448 and 15449 were replaced by new standards in the Agricultural Equipment compulsory and the Agricultural Equipment elective of Ref: 1446.

·      Standards 391 and 15478 were replaced by new standards in the Agricultural Equipment elective of Ref: 1445 and the Agricultural Equipment elective of Ref: 1446.

·      Standard 15480 was replaced by new standards in the core compulsory and the Agricultural Equipment compulsory of Ref: 1445.

·      Standards 57, 225, 233, 237, 238, 243, 248, 912, 980, 990, 2310, 2312, 2315, 2317, 2321, 2332, 2335, 2344, 2629, 3398, 15407, 15418, 15424, 15477, 15481, 15482, and 16112 were removed from the overall requirements of the Agricultural Equipment strands of Ref: 1445 and Ref: 1446.

 

Materials Handling Equipment strands at Level 3 and Level 4

 

·      these strands are entirely new, however some standards that form part of the previous automotive heavy engineering qualification may count towards the requirements of these new qualifications.

·      Standards 898, 915, 2314, 2319, 2322, 2340, 3385, 15373, and 16112 were moved to the Plant and Equipment compulsory of Ref: 1445.

·      Standards 230, 913, 937, and 15440 were replaced by new standards in the Plant and Equipment compulsory of Ref: 1445.

·      Standards 235, 240, 242, 902, 917, 929, 2318, 2324, 2334, 2336, 3387, 15418, 15441, and 15476 were moved to the Plant and Equipment elective of Ref: 1445.

·      Standards 914, 950, 2317, 5437, and 15478 were replaced by new standards in the Plant and Equipment elective of Ref: 1445.

·      Standards 237, 877, and 15475 were replaced by new standards in the Plant and Equipment compulsory and the Plant and Equipment elective of Ref: 1445.

·      Standards 241 and 15480 were replaced by new standards in the core compulsory and the Plant and Equipment compulsory of Ref: 1445.

·      Standards 965 and 3391 were replaced by new standards in the core compulsory of Ref: 1445 and the core compulsory of Ref: 1446.

·      Standard 2330 was replaced by new standards in the Plant and Equipment compulsory of Ref: 1445 and the Plant and Equipment compulsory of Ref: 1446.

·      Standard 968 was moved to the core elective of Ref: 1446.

·      Standards 2312, 2320, 2321, 2331, 2332, 15405, 15479, and 15482 were moved to the Road Transport compulsory of Ref: 1446.

·      Standards 2317 and 15375 were replaced by new standards in the Road Transport compulsory of Ref: 1446.

·      Standards 380, 883, 906, 934, 980, 2335, 2345, 2347, 3392, 3393, 3398, 15410, and 15424 were moved to the Road Transport elective of Ref: 1446.

·      Standards 391, 881, 887, 964, 971, and 2341 were replaced by new standards in the Road Transport elective of Ref: 1446.

·      Standard 2314 was moved to both the Road Transport elective of Ref: 1445 and the Road Transport compulsory of Ref: 1446.

·      Standards 241, 15404, and 15480 were replaced by new standards in the core compulsory and the Road Transport compulsory of Ref: 1445.

·      Standard 937 was replaced by new standards in the Road Transport compulsory and the Road Transport elective of Ref: 1445.

·      Standards 965 and 3391 were replaced by new standards in the core compulsory of Ref: 1445 and the core compulsory of Ref: 1446.

·      Standard 2315 was replaced by new standards in the Road Transport compulsory of Ref: 1445 and the Road Transport compulsory of Ref: 1446.

·      Standards 2338, 3394, and 15481 were replaced by new standards in the Road Transport compulsory of Ref: 1445 and the Road Transport elective of Ref: 1446.

·      Standards 15448 and 15449 were replaced by new standards in the Road Transport compulsory and the Road Transport elective of Ref: 1446.

·      Standards 57, 225, 233, 238, 243, 248, 990, 2310, 2330, 2342, 2343, 2344, 2346, 3385, 5437, 5439, 5441, 5443, 15407, and 15483 were removed from the overall requirements of the Road Transport strands of Ref: 1445 and Ref: 1446.

 

Transition

 

Programmes leading to the new qualifications are being introduced from 2008.  People currently working towards the replaced qualification may either complete the requirements for that qualification or transfer their results to one or more of these qualifications.

 

The last date for entry to training programmes or courses for the replaced qualification is December 2009.  The last date for assessment of the replaced qualification is 31 December 2012.

 

Industry will continue to recognise the former qualification, so there should be no need to ‘upgrade' by those who have already achieved it.

 

The replacement qualifications contain standards that replace or have been substituted for earlier standards.  For the purposes of these qualifications people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.
