InfraTrain New Zealand has completed the planned review of the qualifications listed above. Some of the above qualifications have new titles, some have been replaced, and one new qualification has been developed.
Replacement qualifications
· National Certificate in Pavement Surfacing (Multiple Sites Supervision) (Level 5) with strands in Asphalt, and Chipseal, and with an optional strand in STMS Level 2 and 3 Roads [Ref: 1426]
· National Certificate in Pavement Surfacing (Bulk Bitumen Equipment) with strands in Gangbar Sprayer, Handbar Sprayer, and Tank Wagon [Ref: 1427]
· National Certificate in Pavement Surfacing (Plant Operation) (Level 3) [Ref: 1428]
· National Certificate in Pavement Surfacing (Asphalt Paving Machine Operation) (Level 3) [Ref: 1429]
New qualification
· National Certificate in Pavement Surfacing (Single Site Supervision) (Level 4) with strands in Asphalt and Chipseal [Ref: 1430]

The next qualification review is planned to take place during 2013.
Summary of review and consultation process
This review was prompted by a reclassification and review of Pavement Surfacing standards, and by the registration of Civil Infrastructure Health, Safety, and Environment standards that assess underpinning knowledge and skills for this industry. The review took account of the requirements for Operate Safe, the approved accreditation system for managing health and safety in the civil construction industry, and supplementary qualifications in civil infrastructure health, safety, and environment. The review also developed a new certificate for forepersons on bitumen surfacing sites, to fill gaps noted by industry.
From August 2002 to May 2003, meetings were held with companies, providers, assessors, and moderators to outline the changes required to existing standards and qualifications, and to ascertain the gaps in coverage of industry skills that were to be filled by new qualifications. Feedback from users informed these meetings. Concurrently with the standard review and with the assistance of specialist technical advisors and industry representatives, replacement and new qualifications were drafted and further comment was then invited from providers and industry. Pending the registration of the reviewed Pavement Surfacing standards, these qualifications were refined to meet the needs of the various groups including new apprentices and Roading New Zealand. To maintain currency with industry practice and technology some further standards were developed. These and the qualifications were approved by the Pavement and Bitumen Training Advisory Group in September 2005.
The registration of the qualifications was deferred when continuing feedback from industry regarding health and safety requirements necessitated a major change to the structure of the qualifications. Six new standards were developed to fill gaps, and seven standards consequently revised to avoid overlap (1507, 1508, 1512, 20451, 20452, 20453 and 20461).
The qualifications were resubmitted for industry approval in May 2007 and, at a meeting of industry advisors and Roading New Zealand representatives in August 2007, further amendments were made to the content and structure of the supervision and construction plant qualifications to better reflect current industry practice.
Standards 1505, 1512, 13519, and 20447 were revised to amend prerequisites and levels, and registered in January 2008. The impacts of this revision were incorporated into the review of these qualifications.

People currently working towards version 4 of the National Certificate Pavement Surfacing (Asphalt Paving Supervision) with optional strands in High Capacity Roads, and Polymers Ref: 0193 or version 3 of the National Certificate in Pavement Surfacing (Chipseal Supervision) with optional strands in High Capacity Roads, Emulsions, and Polymers Ref: 0197 may either complete the requirements for that qualification or transfer their existing credits to this qualification.
The last date for people to complete the replaced qualification is 31 December 2012.
New trainees will be enrolled in programmes leading to the replacement qualification.
This qualification contains standards that replace or are used as substitutes for earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement or substitute standards – see table below.

The exemption must be applied for on the application form in the Appendix.
