Summary of review and consultation process

 

The review of these three unit standards, in the Cargo Operations and Port Machinery Operations domains, was initiated in conjunction with the review of the Level 3 National Certificate in Stevedoring and Ports Industry (Cargo Handling) [Ref: 1010], and the Level 4 National Certificate in Stevedoring and Ports Industry (Cargo Operations), with strands in Cargo Supervision, and Cargo Planning [Ref: 1011].

 

An Industry Advisory Group (IAG) was established, comprising technical representatives from within the ports and stevedoring sector, and a range of assessors and training providers.  IAG members were asked to consider any unit standards within the Cargo Operations, and Port Machinery Operations domains that required amendment to meet industry needs, and to recommend changes to bring them up to date with current industry practice.

 

The IAG members were of the view that unit standard 11506 requires a level of learning to a standard that allows cargo handlers to either work independently in a range of work conditions that are sometimes good, but sometimes not (night time, poor weather, at height etc) without direct supervision, or where the cargo handler can be required to take responsibility (temporarily or permanently) for the operation and other personnel involved.  The variety of cargoes handled is wide, and the learning associated with different cargoes is extensive.  Because of the above, IAG members were of the view that level 2 does not reflect the learning demand and associated responsibilities, and therefore recommended an increase to level 3.

 

Main changes resulting from the review

 

·      The level of unit standard 11506 has been raised from level 2 to level 3.

·      An additional performance criterion has been added to unit standard 20054 regarding checking vessel plans and identifying cargo.

·      Element 4 of unit standard 20052 now applies to confined spaces generally rather than confined spaces on vessels only.
