Summary of review and consultation process
The review of these standards was initiated following feedback from the Centre for Assessment of Prior Learning (CAPL) at Manakau Institute of Technology (MIT). CAPL are contracted by Canterbury University to assess practising teachers against these standards for award of the New Zealand Diploma in Specialist Subjects (Secondary Teacher) Division II.
They noted that with a revised New Zealand Curriculum to be implemented in schools from 2010, references and terminology used within the standards were outdated and that this could disadvantage teachers who wished to be assessed against material referencing the new curriculum.
In order to accommodate this, National Qualifications Services undertook to review the standards in consultation with the Ministry of Education with a focus on ensuring that the references, terminology and language used in the standards were consistent with the New Zealand Curriculum document.
The standards were distributed to the Post Primary Teachers Association (PPTA), Teachers Council, University of Canterbury College of Education and CAPL at Manakau Institute of Technology and NZQA Tertiary Assessment and Moderation for feedback and endorsement.
Main changes resulting from the review
· Change of title for unit standards 8743 and 8758 to better reflect the outcome of the standard.
· Change of title for unit standards 8745 and 8748 to reflect the change of name for these learning areas in the New Zealand Curriculum.
· Unit standards 8750 and 8751 have been categorised as C and replaced by a new standard 25663. This reflects the change of name for the learning area in the New Zealand Curriculum.
· Unit standards 12361 and 12362 have been categorised as C and replaced by a new standard 25664. This reflects the change of name for the learning area in the New Zealand Curriculum.
· Unit standards 8740, 8742, 8752, 8753, 8754, and 8757 have been designated as category D expiring as they have had no usage and are not part of any qualification.
· Development of a new standard 25665 to reflect the Learning Languages learning area in the New Zealand Curriculum.
· Update of references in the special notes to align with current versions of the reference documents.
· Reorganisation of the superscript references in the special notes into either range statements within elements and performance criteria, or definitions.
· Amendments to elements and performance criteria across the unit standards in order to clarify outcomes and expected performance.
Unit standards categorised as category C or D expire at the end of December 2012.
