The Apparel and Textiles Industry Training Organisation (ATITO) has completed the review of the qualifications listed above.

The next qualification review is planned to take place during 2015.
Summary of review and consultation process
The qualifications listed above were reviewed as part of our review programme. Industry feedback indicated that the Level 4 qualifications were not being used because the industry had changed dramatically in the last few years and the qualifications no longer met their needs. The structure of the qualifications was not flexible enough to recognise the different skill sets of employees in the industry.
Meetings involving ATITO, representatives of the Clothing Sector, and Training Providers were held in four locations throughout the country to undertake a review of the standards and qualifications in the Clothing Manufacture domain.
The groups were asked to consider the following:
· Feedback which had been received from moderation and Training Advisor feedback.
· The appropriateness of the qualifications and standards for the clothing industry of the future.
· The reasons that qualifications were not being used.
· The accuracy and appropriateness of their content.
· Any barriers that may exist that prevent candidates from completing the qualifications.
Main changes resulting from the review
· The structure and content of the Cutting qualifications at Levels 2 and 3 were changed on the recommendation of industry, which wanted the qualifications to better reflect their needs and the current roles of cutters.
· The qualifications were updated to reflect the changes resulting from the review of the standards.
· The purpose statements were updated.

The new qualification contains only one compulsory standard and the electives contain a range of domains which allows the candidate the opportunity to select standards which are appropriate to their workplace and interests.

Changes to structure and content
· The scope of Elective B was expanded from the subfield Management to the field Business, to include standards previously classified in the First Line Management domain, and the field Manufacturing was also added.
· Titles of standards 2857 and 2863 were updated to reflect the results of review.

Changes to structure and content
· The overall credits for the qualification decreased from 49 to 45 credits.
· The overall credits required for the elective sections were combined and the scope for choosing a standard was limited to the Clothing Manufacture subfield.

· Standards 2740, 2834 and 17914 were removed from the qualification.
· Standard 5305 was added to the compulsory section.
· The elective credits were increased from 28 to 40
· Standard 2739 was moved to the elective section and its title changed.
· Standards 2741 and 2750 were added to the elective section.
· Elective B was removed from the qualification and Elective A was renamed Elective.
· The overall credits for the qualification were increased from 54 to 55.

· Expiring standard 5294 was replaced with suggested alternative standard 17821.
· Elective B was changed so that it includes credits from anywhere on the NQF.
· Details of standards 2748, 2753, 2834, 5298, and 5301 were updated to reflect changes made at review.
This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards – see table below.

Transition
There are no transition consequences resulting from the review of [Ref: 0824], [Ref: 1161], and [Ref: 1162].
People currently working toward any of the replaced or category B reviewed qualifications may either complete the requirements for that qualification or version, or transfer their results to the new qualification or version.
The last date for entry to training programmes or courses for the replaced qualifications and any of the replaced versions is 31 December 2009. The last date for assessment to take place for the replaced qualifications is 31 December 2010.
Industry will continue to recognise the replaced qualifications.
