Review of Hairdressing and Barbering qualifications

 

This review report was first published in August 2009 and was republished in October 2009 following the addition of reverse transition and a correction to the last date of assessment for version 10 of the National Certificate in Hairdressing with strands in Hairdressing Practice, and Barbering Practice [Ref: 0022].

The Hairdressing Industry Training Organisation (HITO) has completed the review of the qualifications listed above.

Summary of review and consultation process

 

HITO's Qualification Advisory Committee (QAC) has undertaken the planned review of these qualifications.  The QAC is made up of representatives from industry, providers, employers and employees, and considers feedback from all areas of the sector as well as from the National Quality Assurance Manager.

 

Through the QAC, stakeholders were given the opportunity to contribute to the review of the qualifications at different stages throughout the process.

 

Main changes resulting from the review

 

Standards have been updated or replaced as a result of the review of standards in the Beauty Services subfield.  Standards that were no longer required by industry were removed and standards which cover new skills required by industry were added where relevant, including standards in the Salon Skills domain.

Changes to content and structure

·         The total credit requirements were updated from 334 or 402, depending on strand, to 336.

·         The Hairdressing Practice and Barbering Practice strands were removed from the qualification.

·         Standards 2755, 2757, 2759, and 2870, from the Hairdressing Practice Strand, were transferred to the Compulsory section.  The expiring standard 2867 from this strand was replaced by standard 25790, which was also added to the Compulsory section.

·         Standards 2886, 10645-10650, and 19805-19808, from the Barbering Practice Strand, were removed from the qualification.

·         Expiring standards 2756, 2758, 2868, 2876, and 2881 were replaced by standards 25789, 25794, 25791, 25792, and 25793 respectively, in the Compulsory section.

·         The expiring standard 2872, in the Compulsory section, was replaced with standards 25076-25078.

·         Standards 56, 57, 406, 497, 1277, 3501, 11949, 11955, 12008, 12349, and 17469 from the Compulsory section, and standard 2867 from the Hairdressing Practice Strand, were removed from the qualification.

·         Standards 25435-25439 were added to the Compulsory section.

·         The titles, domains, levels, and credits of reviewed standards in the Hairdressing domain were updated.

People currently enrolled in programmes leading to the award of version 10 of this qualification with the Hairdressing Practice Strand may either complete that version or transfer to this version.  People currently enrolled in programmes leading to the award of version 10 with the Barbering Practice Strand may either complete that version or transfer to the National Certificate in Barbering [Ref: 0418].  The last date for assessments to take place for version 10 is December 2014.

 

This qualification contains standards that replace or are alternatives to earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring or replaced standards are exempt from the requirement to gain credit for the replacement standards - see table below.

People who have gained credit for the last versions of standards 2756, 2758, 2867, 2868, 2876, and 2881, which were registered in August 2008 and subsequently replaced by standards 25789, 25794, 25790, 25791, 25792, and 25793 respectively in August 2009, are eligible for HITO to arrange and pay for them to gain credit for these replacement standards.  Trainees must complete the last versions of the replaced standards before 31 December 2009 to be eligible for this arrangement.  People who are affected should contact HITO at the address below.

 

Version 10

 

Version 10 was issued to replace standard 62 with standard 20929.  The total credit requirements for the qualification were updated from 331 or 399, depending on strand, to 334 or 402.  A number of core compulsory standards will expire on 31 December 2009, although version 10 of the qualification will not expire until 31 December 2014.  The majority of the expiring standards are completed in the first year of training and therefore should be completed prior to their expiry date, however reverse transition for these expiring standards has been included to ensure that no candidates are disadvantaged.

 

Version 10 of this qualification contained standards that have been replaced by other standards.  For the purposes of this qualification people who have gained credit for the replacement standards are exempt from the requirement to gain credit for the expiring standards - see table below.  Standard 497 is not expiring, however the skills collectively covered by standards 497 and 2867 (expiring) are included in new standard 25790.

This transition has been included to ensure that all candidates currently enrolled in version 10 of this qualification are able to complete the requirements of that version if they wish to.  Candidates must complete standard 17469 by 31 December 2010 or transfer to version 11 of the qualification.

Changes to content and structure

·         Because the Elective section now requires a minimum of 10 credits at level 3, the level of the qualification has increased from 2 to 3.

·         In Group A in the Elective section, standards must now be chosen from the Beauty Services subfield.

·         In Group B in the Elective section, standards must now be chosen from the Communication Skills subfield or the Service Sector field.

·         Expiring standards 2756, 2758, and 2867 were replaced by standards 25789, 25794, and 25790, respectively.

·         Standards 56, 57, 406, 497, 1277, 3501, 11949, 11955, 12008, and 12349 were removed from the Compulsory section.

·         Standards 21939, 25077, 25435, 25436, 25438, 25439, and 25791 were added to the Compulsory section.
