Summary of review and consultation process
The above qualification required updating to meet current industry requirements. Version 2 was developed following a concurrent standard and qualification review in order to update the standards and make changes to the content of the qualification to better align it with industry requirements.
The need to review this qualification was identified by the Maritime Strategic Advisory Group of Competenz at a meeting held in November 2008. Industry experts who represented maritime employers, training providers, workplace assessors, Maritime New Zealand and Seafood Industry Training Organisation met in April 2009 to suggest changes to the current qualification.
Following a period of consultation with key representatives, further changes were made based on feedback received. The final version was endorsed by the qualification advisory group members at a meeting held in June 2009 and also by the maritime strategic advisory group members.

Changes to structure and content
· Title of the qualification has been changed.
· Qualification credit total reduced from 72 to 47.
· Standards 56, 58, 403, 4645, 5548, 9677, 12000, 12301, 12302, 12305, 12306, 12307, 12310, 14420, 14421, 14426, and 14441 have been removed from the compulsory section.
· Standards 6401, 17593, and 20666 have been added to the compulsory section.
· The titles and credits values for standards 497, 6400, and 15028 have been updated to reflect the current versions.
· Subfields Core Generic, Hospitality, Maritime, Outdoor Recreation, Retail and Wholesale, Service Sector Skills, and Tourism have been removed from the elective section.
· Domain Business Information Processing has been removed from the elective section.
· Domains Navigation and Seamanship and Sea Survival and Sea Safety have been added to the elective section.
Transition
Training programmes or courses leading to version 2 of the qualification may start as soon as it is registered. All new trainees will be enrolled in programmes leading to the award of the version 2 of qualification.
People currently working towards version 1 of this qualification are encouraged to complete the qualification by 2012. The last date for assessments to take place is December 2012. Alternatively they may transfer their credits to this version of the qualification.
Competenz will publicise these arrangements in the trade press, on the Competenz website http://www.competenz.org.nz/, and by direct communication with trainees and their employers.
It is not intended that anyone be disadvantaged by this review, and the above arrangements have been designed for a smooth transition. However, anyone who feels they have been disadvantaged may appeal to Competenz at the address below.
