Responsibility for the unit standards and qualifications referred to above has been transferred from Competenz to the Boating Industry Training Organisation (BITO).

Date new versions published                                                          August 2009

Planned review date                                                                           December 2011

Rationale for the change

On 14 September 2007, the Minister of Education approved an application from the BITO to extend its coverage to include the composites sector of manufacturing (excluding Aeronautical Composites).  Since this date, the BITO has been co-ordinating training on behalf of the Composites Industry, however, the 39 unit standards in the Composites domain, and 2 national certificates, have remained the responsibility of Competenz.

The change of responsibility was instigated by the Composites Association of New Zealand which believed that, because the BITO is more closely aligned to composites manufacturing (the majority of boats are constructed out of composites materials), responsibility for these unit standards and qualifications should be transferred to the BITO.

Outline of main changes

The unit standards and qualifications have been revised and rolled over, amended to show the new ITO responsibility, reclassified, and published as new versions.  These unit standards and qualifications will be reviewed during 2011.

Standard setter details included in the unit standards and qualifications have been changed from Competenz to the BITO.

Revision of Composites qualifications

National Certificate in Composites (Level 3) [Ref: 1157]

National Certificate in Composites (Level 4) [Ref: 0121]

Main changes resulting from the revision

·         The titles, classifications, levels, and credit values of the unit standards in these qualifications have been updated to match the current versions of the unit standards.

·         The credit range tables for these qualifications have been updated, and the credit total for the National Certificate in Composites (Level 3) [Ref: 1157] has increased from 77 to 79.

·         The NQF classification of the qualifications has been updated to Manufacturing>Composites.

There are no transition implications resulting from these changes.

Main changes resulting from the revision

·         Unit standards in the Composites domain of the Mechanical Engineering subfield have been reclassified in the new Industrial Composites, Specification and Design Composites, and Production Composites domains of the Composites subfield.

·         The accreditation statements in the unit standards have been updated to match those in AMAP 0136.
