Review of Building and Construction Industry Training Organisation AMAP

 

The Building and Construction Industry Training Organisation (BCITO) has completed the review of the Accreditation and Moderation Action Plan (AMAP) above.

Summary of review and consultation process

 

Last year's revision of the BCITO AMAP brought it in line with the new NZQA template and accreditation criteria.  A scheduled review was undertaken in 2009 by the BCITO Quality Assurance Team.  The process involved consultation with the National Advisory Group for Carpentry, including representatives of the Institutes of Technology and Polytechnics sector, and regional BCITO staff.  The main changes have been clarifications of existing accreditation requirements and moderation procedures to ensure that the document allows for responsiveness and flexibility.

 

Compliance with new requirements

 

Accreditation requirements will apply with effect from January 2010.

 

Moderation system requirements will apply with effect from January 2010.

 

Accredited organisations must be compliant with AMAP requirements from July 2010 onwards.

 

Main changes resulting from the review

 

ACCREDITATION INFORMATION (AI)

 

Industry or sector-specific requirements for accreditation

·         Criterion 1 - the requirement for the establishment of an industry advisory committee has been highlighted in this criterion; it had previously been included under the 'Other' sub-heading, now deleted.

·         Criterion 2 - the requirement for the Memorandum of Understanding to be current has been clarified.

·         Criterion 3 - reference to workplace assessor courses has been removed - these courses are advertised through other media.

·         Criterion 4 - the International English Language Testing System (IELTS) minimum score has been changed from 5.0 to '5.5 in General Training Reading and General Training Writing' to align with AMAPs for similar industries and to give applicant organisations better guidance about this.

·         Criterion 6 - reference to the implications of commercial competence for BCITO unit standards has been added to emphasise this critical aspect of the unit standards.

 

MODERATION INFORMATION (MI)

 

Moderation System

·         Selection of standards for moderation - change of wording from 'industry high risk' to 'identified key skills' unit standards to more accurately reflect the nature of the standards.

·         Post-assessment moderation - the due date for return of assessment activity forms has been changed from January to 'the specified date' to give greater flexibility for administrative processes; the paragraph about Building, Construction and Allied Trades Skills visits has been deleted as moderation for this domain now falls into the main moderation system.

·         Other - reference to non-compliance has been deleted under this heading as it is covered in its own section; emphasis has been added on the encouragement of accredited organisations to use the moderation process to give feedback to the BCITO for review of unit standards, qualifications and resources.

 

Reporting

·         A statement that moderation findings will be fed back annually to accredited organisations has been added.

 

Funding

·         Funding information has been expanded to include the right of the BCITO to recover costs incurred should a moderation visit be cancelled or postponed at the request of the accredited organisation or through their failure to meet pre-visit requirements.

·         Vehicle mileage rate has been updated.
