Summary of review and consultation process
In 2002, the New Zealand Qualifications Authority (NZQA) took stock of the qualifications and unit standards it was responsible for developing. A prioritisation and rationalisation exercise carried out by National Qualifications Services (NQS) in September 2002 aimed at rationalising the work of NZQA to ensure that the unit standards and qualifications for which NQS was responsible were relevant, useful, and met the current needs of learners, providers, the community, and government. Careful consideration was given to the process to ensure that the unit standards retained by NQS reflected its responsibilities in relation to the Industry Training Act 1992, and national priorities including those expressed in the Tertiary Education Strategy and Statement of Tertiary Education Priorities (STEPs).
The decision was made for NQS to exit from standard setting responsibilities in Christian Ministries and Christian Studies national qualifications and unit standards by 2007. There has been extensive consultation with the sector, including providers, since 2002 and this has confirmed the decision to designate the qualification and unit standards as expiring.
This review does not include the following eight high-use unit standards, which have been included in the review of the unit standards in domain Understanding Religion: 5971, 5985, 5990, 6023, 6032, 6034, 6048, & 9743. The Understanding Religion review began in November 2009.
Main changes resulting from the review
The above qualifications and unit standards were designated expiring and will not be replaced.
Unit standard 8530 has been amended to clarify the intent of element 3 during the transition period. The amended version is reproduced in the Appendix to this report.
Unit standards and qualifications categorised as category D expire at the end of December 2012.

Special notes
1 Spiritual growth refers to the 'journey' made by a believer as he or she continues in spiritual relationship with God. There is an inner and outer aspect of the journey as the believer's relationship with God impacts on his or her interaction with the external world. The concept of growth emphasises the dynamics within the spiritual relationship, the possible changes and developments that occur as the relationship continues, and assumes a selected Christian understanding of humanity.
2 A selected theological perspective refers to a theological perspective which is recognised as such by theologians and may include but is not limited to any one of, or any combination of - Anglican, Catholic, Evangelical, Fundamentalist, Liberal, Pentecostal, Protestant, Reformed, official theological position of a Christian faith community.
To achieve credit, work must be consistent with insights derived from a selected theological perspective that is acknowledged and named by the person seeking credit.
3 Spirituality refers both to the state of the spiritual dimension within people, and the expression of that dimension:
a spiritual dimension within people refers to the inner life of a person in which he or she seeks to make meaning of life experiences. This may involve the recognition of, and relationship to a higher being. Spirituality is something that guides a person's manner of living through a vision of the meaning of human life, whether or not a person is particularly conscious of it;
b expression of the inner dimension within people is influenced by values and thought patterns that may be distinct from the perspective of the individual or group to which it belongs. Such perspectives may include but are not limited to - gender perspective, ethnic perspective, perspective of the differently abled. Thus, there are many perspectives which may contribute to a personal or group spirituality;
c Christian spirituality refers to a range of expressions of the inner dimension within people, all of which make meaning of life experience in the context of relationship with God through Jesus Christ.
4 In keeping with a selected Christian understanding of humanity may include a combination of any of, but is not limited to, a theological perspective concerning - beliefs about creation and the image of God; beliefs about sin and humanity's need of God as individuals and societies; beliefs about salvation, redemption, and justification; beliefs about initial and ongoing conversion, including redemptive processes.
To achieve credit, work must be consistent with insights derived from a selected Christian understanding that is acknowledged and named by the person seeking credit.
Elements and performance criteria
Element 1
Report on regular formative use of the Bible and how it may be used to nurture the inner life.
Range any two formative uses of the Bible which may include but are not limited to - devotional reading, lectio divina, meditation, memorisation, praying using Bible passages, study.
Performance criteria
1.1 The report records personal formative use of the Bible on a regular basis.
Range regular means at least twice a week.
1.2 The report records reflections consistent with the passages used, in keeping with a selected theological perspective.
1.3 The report records statements of personal application consistent with the passages used.
Range the person seeking credit should choose to report on personal applications which he or she is willing to disclose for assessment purposes.
Element 2
Describe how selected prayer types may be used to nurture the inner life.
Range three prayer types which may include but are not limited to - contemplative, individual, prayer group, prayer partner, praying in tongues, praying using Bible passages, singing, worship.
Performance criteria
2.1 The description accounts for how each selected prayer type might be best used to nurture a person's inner life having regard to personal temperament and circumstances.
2.2 The description distinguishes the situations in which selected prayer types are most likely to nurture the inner life.
Range any three situations which may include but are not limited to - confession, intercession, seeking direction, worship.
2.3 The description of each prayer type is consistent with an understanding of paradox, particularly the mystery of God's nearness through prayer.
2.4 The description is illustrated by examples of prayer practices used by an individual to nurture the inner life.
2.5 The description is in keeping with a selected Christian understanding of humanity.
Element 3
Outline a personal plan for developing further use of the Bible and prayer.
Performance criteria
3.1 The plan accounts for the effect of factors which may encourage or inhibit use of the Bible and prayer.
Range three factors which may encourage which may include but are not limited to - desire to learn, encouragement from others, motivation, space, time available;
three factors which may hinder which may include but are not limited to - busyness, lack of time, lack of support from others, past discouraging experiences.
3.2 The plan links links each factor with a strategy, consistent with a Christian motivation for the development and sustenance of Christian spirituality, in keeping with a selected Christian understanding of humanity.
3.3 The description of each strategy is sufficiently detailed for personal application, in keeping with a selected Christian understanding of humanity.

Providers must be accredited by NZQA, or an inter-institutional body with delegated authority for quality assurance, before they can report credits from assessment against unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register credits from assessment against unit standards.
