Summary of review and consultation process

 

Over the three months ending in October 2009, InfraTrain NZ carried out a high level review of the Driver Licence Endorsement unit standards (covering wheels, tracks, and rollers).  This was part of a process to transfer the standard setting responsibility for these unit standards from Tranzqual ITO to InfraTrain NZ.

 

The review was required because section 9 of the Heavy Motor Vehicle Regulations 1974, which covered speed limits for these vehicles, had been revoked.  This meant the only specific reference to speed limits applicable to special type vehicles was in clause 5.5(2) of the Land Transport (Road User) Rule 2004.

 

There was also a need to consider clause 2.3(18) of the Land Transport Rule: Tyres and Wheels 2001, relating to driving a special-type vehicle on a road.  The opportunity was also taken to update references to the Land Transport Safety Authority, which is now part of the New Zealand Transport Agency.

 

All changes have been endorsed by the New Zealand Transport Agency.

Main changes include:

·         The special notes and performance criteria for each unit standard were updated to be consistent with current Acts, regulations, and rules.

·         References to the Land Transport Safety Authority were changed to the New Zealand Transport Agency.

Impact on Accreditation and Moderation Action Plan (AMAP)

 

AMAP 0101 has been updated to reflect the change of standard setting responsibility for these unit standards.
