Opportunity - The Training Organisation has completed the review of the qualifications listed above.

 

Replacement qualification

 

National Certificate in Cranes (Advanced Crane Operation) [Ref: 1520]

The next qualification review is planned to take place during 2013.

 

Summary of review and consultation process

 

The review was carried out as the qualifications were overdue for review, and changes were required to their content to meet current industry requirements.

 

The qualifications were circulated to training providers, industry, and moderators, and feedback was invited.

 

Changes suggested for qualifications were referred to the relevant industry panels for their consideration and approval.

 

Changes were incorporated and qualifications endorsed by the industry panels and the Opportunity Training Board prior to submission to NZQA for re-registration.

 

Main changes resulting from the review

 

·         National Certificate in Cranes (Advanced Mobile Crane Operation) [Ref: 0117] was designated expiring and replaced by a new qualification.

·         Standards from the Service Sector - Core Skills domain were removed as they were no longer required by industry.

·         Levels have been added to titles where possible.

Changes to structure and content

·      A new strand for crawler cranes was added.

·      The title was amended to include the new strand and to include the word 'Crane' in the strands.

·      Total qualification credits were increased from 69-86 to 71-88.

 

Training programmes or courses for version 4 of this qualification may start as soon as the qualification is registered.  There are no transition implications for candidates currently working towards version 3 of this qualification, and they may complete the requirements for that version or transfer their results to version 4.  The last date for entry to programmes or courses for version 3 of this qualification is 31 December 2010.

 

There are no candidates currently enrolled in programmes leading to the award of versions 1 and 2 of this qualification.  The last date for assessments to take place for these versions of the qualification is 31 December 2010.

There are substantial differences between the replacement and replaced qualifications, and therefore candidates for the replaced qualification cannot transfer their results to this new qualification.

 

Differences include:

·         The replaced qualification was targeted at mobile crane operators, whereas the replacement qualification was expanded to cover all crane operators who wish to advance their skills in crane operation.

·         Standards from the elective section of the replaced qualification were not included in the new qualification, and all standards are now compulsory.

·         Standards 17600, 17602 and 19521 were included in the new qualification to cover occupational health and safety requirements.

·         Standards 5228 and 5236, relating to calculations, were included in the new qualification.

·         Standards 20864 and 20865, relating to handling precast concrete elements, were included in the new qualification.

·         Standards 24509 and 24510, relating to multi-winch and cranes working in tandem, were included in the new qualification.

·         Standard 25737, relating to using a crane with a crane-lifted work platform, was included in the new qualification.

 

Transition

 

Training programmes or courses for the new qualification may start as soon as the qualification is registered.

 

Opportunity - The Training Organisation is unaware of any existing candidates currently enrolled in programmes leading to the award of the replaced qualification.  However, if there are any candidates working towards the replaced qualification, they cannot transfer their results to this new qualification and must complete the requirements for the replaced qualification.

 

The last date for assessments to take place for the replaced qualification is 31 December 2010.  Industry will continue to recognise all versions of the replaced qualification.

Changes to structure and content

·      Standards 56, 57, 62, and 1279 were removed as they were no longer required by industry.

·      Standards 497, 3792, 6400, 6401, and 6402 were removed as they are already included in the prerequisite qualification.

·      Standards 1312, 19798, and 24872 were added as they cover skills required by mobile crane supervisors.

·      Total qualification credits were decreased from 125 to 100.

Training programmes or courses for version 4 of this qualification may start as soon as the qualification is registered.  The last date for entry to programmes or courses for version 3 of this qualification is 31 December 2010.

 

Candidates currently working towards version 3 of this qualification may complete the requirements for that version or transfer their results to version 4.

 

There are no candidates currently enrolled in programmes leading to the award of versions 1 and 2 of this qualification.  The last date for assessments to take place for these versions of the qualification is 31 December 2010.

Changes to structure and content

·      Standards 56, 57, 62, and 376 were removed as they were no longer required by industry.

·      Standard 1988 was added as the supervision skills reflected in this standard are required for mobile crane supervision.

·      Total qualification credits were increased from 61 to 63.

·      The level of the qualification was increased from 2 to 3.

Training programmes or courses for version 5 of this qualification may start as soon as the qualification is registered.  The last date for entry to programmes or courses for version 4 of this qualification is 31 December 2010.

 

Candidates currently working towards version 4 of this qualification may complete the requirements for that version or transfer their results to version 5.  The last date for assessments to take place for version 4 of this qualification is 31 December 2013.

 

There are no candidates currently enrolled in programmes leading to the award of version 3 of this qualification.  The last date for assessments to take place for this version of the qualification is 31 December 2010.
