The NZ Extractive Industries Training Organisation has completed the review of the qualifications listed above.

Summary of review and consultation process
This planned review took in to account feedback from stakeholders; ongoing industry/sector demand for the qualifications; the need to update the qualifications in view of recent standard reviews; and the need to make them fit for purpose in today's industry environments.
In addition, a major focus of the review was to provide a clear qualification pathway for industry training that reflects the career progressions of workers. This led to the development of eight new qualifications and one replacement qualification.
Main changes resulting from the review
The National Certificate in Extractive Industries (Operations) with strands in Lime Milling, Surface Extraction, and Underground Extraction [Ref: 0248] has been replaced by the National Certificate in Extractive Industries (Operations) (Level 3) with strands in Coal Plant, Drilling Surface, Drilling Underground, Maintenance Operations, Metalliferous Processing, Mobile Plant Surface, Processing Plant, Surface Extraction, Underground Extraction, and Water Treatment [Ref: 1521] and the National Certificate in Extractive Industries (Lime Milling) (Level 4) [Ref: 1525].
New qualifications have been registered to allow further qualification options for trainees.
Reverse transition arrangements have been added for version 1 of the National Diploma in Extractive Industries (Management) with strands in Surface Extraction, and Underground Extraction [Ref: 0806] to ensure that the version is achievable until 2010.

Changes to structure and content
· Title has been changed to amend the descriptor (Introductory Skills) and to include the qualification level.
· The level for the qualification has changed from 2 or 3 (depending on strand), to 2.
· The credits for the qualification have decreased from 55-64 to 44 or 46 depending on strand.
· Standards 8922 and 23648 have been added to the Core Compulsory.
· Standard 2401 has been moved from Core Elective 1 to the Core Compulsory.
· Standards 1178, 2977, 2989, 3483, 3490, 9677, 15851 and 21912 have been removed from Core Elective 1.
· Standard 1277 has been moved from Core Elective 1 to Core Elective 2.
· Standard 9680 has been added to Core Elective 2.
· The credit requirement for the Surface Extraction Strand Elective has been reduced from 31 to 14.
· The Surface Metalliferous Mining domain has been added to the Surface Extraction Strand Elective.
· The credit requirement for the Underground Extraction Strand Elective has been reduced from 38 to 14.
· The Underground Metalliferous Mining domain has been added to the Underground Extraction Strand Elective.
· The Extractive Industries Management domain in the Strand Elective sets has been removed.
· Titles, levels and credits of reviewed standards have been updated.
People currently working towards version 4 of this qualification may either complete the requirements for that version or transfer their results to this version of the qualification.
The last date for people to complete version 4 is 31 December 2011.

There are substantial differences between the qualifications.
· The level for the qualification has changed to 3.
· The credits for the qualification have decreased from 127-136 in the replaced qualification to 49-90 depending on strand.
· Strands have been included in Coal Plant, Drilling Surface, Drilling Underground, Maintenance Operations, Metalliferous Processing, Mobile Plant Surface, Processing Plant, and Water Treatment.
· Standard 17695 has been moved from Core Elective 1 to the new Core Compulsory.
· Standards 497, 1277, 3271, 6400-6402, 8922, 9681, 17602, and 23648 have not been included in the replacement qualification.
· Standard 20732 from the Core Compulsory is designated expiring, and its replacement standard 25876 has been added to the new Core Elective 1.
· Standards 3789 and 18663 have been added to new Core Elective 1.
· Standards 2395, 2396, 8074, 8085, 16701, 16703, and 17574, and the Surface Extraction and Underground Extraction domains have been removed from the new Core Elective 1.
· Standard 17696 has been removed from the new Surface Extraction Strand Compulsory.
· Standards 8909 and 15664 have been added to the new Surface Extraction Strand Compulsory.
· The credit requirement for the new Surface Extraction Strand Elective has been reduced from 56 at Level 3, to 20 with at least 17 at Level 3.
· The listed domains in the new Surface Extraction Strand Elective have been removed and replaced with a list of standards.
· The Underground Extraction Strand Compulsory has been removed.
· The credit requirement for the new Underground Extraction Strand Elective has been reduced from 60 at Level 3 to 35.
· The listed domains in the Underground Extraction Strand Elective have been removed and replaced with a list of standards.
· Titles, levels and credits of reviewed standards have been updated.
People currently working towards either the Surface Extraction or the Underground Extraction strand of the replaced qualification must complete its requirements. The last date for entry to programmes or courses for the replaced qualification is 31 January 2010. The last date for people to complete the replaced qualification is 31 December 2013.
This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

National Certificate in Extractive Industries (Lime Milling) [Ref: 1525]
This qualification replaced the Lime Milling strand of versions 6 and 7 of the National Certificate in Extractive Industries (Operations) with strands in Lime Milling, Surface Extraction, and Underground Extraction [Ref: 0248].
People currently working towards Lime Milling strand in versions 6 or 7 of the National Certificate in Extractive Industries (Operations) [Ref: 0248] may either complete its requirements or transfer their results to version 1 of this qualification. The last date for entry to programmes or courses for the replaced qualification is 31 January 2010.
People currently working towards the National Certificate in Extractive Industries (Mineral Processing - Lime Mill Processing) [Ref: 0474] which was replaced by the Lime Milling strand in versions 6 and 7 of Ref: 0248 are advised that 31 December 2009 was the last date for its assessment. Those candidates may now either transfer to Ref: 0248 by 31 January 2010 or to this qualification.

Changes to structure and content

· The listed domains in the Surface Extraction Strand Elective have been removed and replaced with a list of standards.
· The Underground Extraction Strand Compulsory has been removed.
· The credit requirement for the Underground Extraction Strand Elective has been reduced from 60 to 30.
· The listed domains in the Underground Extraction Strand Elective have been removed and replaced with a list of standards.

Version 1 was amended to include reverse transition arrangements to ensure that the version is achievable until December 2010.
Some of the standards in version 1 of this qualification expired in 2006, 2007, and 2008. Changes to the structure of the qualification when version 2 was placed on the NQF mean that candidates part way through programmes leading to version 1 could not transfer to version 2 of the qualification.
Programmes will therefore need to be adjusted to include the new replacement standards. The table below provides exemptions for standards that have replaced earlier standards. For the purposes of this qualification, people who have gained credit for the replacement standards are exempt from the requirement to gain credit for the replaced standards - see table below.
