The next qualification review is planned to take place during 2013.
Summary of review and consultation process
An advisory group was convened to determine whether this qualification continued to meet the needs of industry. Feedback from industry was that the qualification was unwieldy, overly complicated and too big. There had been no uptake of the qualification. Consultation also included the Department of Conservation (DOC) and Learning State. As a result, a replacement qualification was developed which is designed to be a stepping stone to a higher level Learning State qualification for DOC workers, but also as a stand-alone qualification for local authority park rangers.
Main changes resulting from the review
Following the review, this qualification will expire and be replaced by the National Certificate in Parks and Recreation (Park Ranger) (Level 3).
The replacement qualification has simpler qualification requirements, fewer credits and is not stranded.

The replacement qualification differs from its predecessor in the following ways:
· Credit value reduced from 103 to 75
· Strands removed.
This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

Transition
The replaced qualification has never been awarded and Sport Fitness and Recreation (Sfrito) is unaware of any existing candidates. However, if there are any candidates they may choose one of the following options:
· complete the replaced qualification
· transfer to this qualification
· transfer to the National Certificate in Community Recreation (Community Art Work) (Level 4) [Ref: 0450].
The last date for assessment leading to the award of the replaced qualification is 31 December 2010.
The replaced qualification Ref: 1268 was developed following a review of the National Certificate in Community Recreation (Level 4) with strands in Community Arts, Countryside Parks, and Urban Parks [Ref: 0451]. The subsequent replacement of Ref: 1268 has impacted on transition originally designed for Ref: 0451. Any existing candidate for that qualification may transfer to this qualification or to the National Certificate in Community Recreation (Community Art Work) (Level 4) [Ref: 0450] or the National Certificate in Community Recreation (Level 3) [Ref: 1289]. The last date for assessment leading to the award of the National Certificate in Community Recreation (Level 4) with strands in Community Arts, Countryside Parks, and Urban Parks [Ref: 0451] remains 31 December 2009.
It is not expected that anyone will be disadvantaged by these transition arrangements. However, any existing candidate who considers they have been disadvantaged can appeal to Sfrito at the address below.
