Ltd has completed the review of the Accreditation and Moderation Action Plan
(AMAP) above.

Summary of review and consultation
process
In 2005 the Plumbing, Gasfitting and Drainlaying ITO Ltd reviewed the AMAP
separating the roofing sector for which a new AMAP was registered.
Proposed changes to the AMAP received industry endorsement as part of the
process for unit standard review in 2006 and 2007.
References to the Master Plumbers Gasfitters
and Drainlayers NZ Inc were replaced by the Plumbing Gasfitting and Drainlaying
ITO Limited (the ITO) to reflect the separation of the ITO from the Master
Plumbers Association on 1 July 2005.
Qualifications development to provide
pathways into and beyond national certificates at Level 4, following
consultation with accredited organisations, has resulted in changes to the
accreditation information.
Feedback from moderators and industry has
indicated that increasingly diverse provision of training and assessment would
require the ITO to extend its capability to moderate assessment. Changes
to moderation information and cost recovery were made to reflect
this.
Compliance with new
requirements
Accreditation requirements will apply with
effect from July 2009.
Moderation system requirements will apply
with effect from July 2009, or earlier by agreement between the ITO and the
accredited organisation.
Accredited organisations will be audited for
compliance with AMAP requirements from December 2009 onwards.

ACCREDITATION INFORMATION (AI)
Visit waiver conditions
- Conditions were amended to provide a
clearer and more extensive list of circumstances under which a visit may be
waived.
Industry or sector-specific requirements for
accreditation
- Criterion 1 references to the
requirements for registration with the Plumbing Gasfitting and Drainlaying
Registration Board were removed.
- Criterion 3 requirements were updated to
specify the qualifications required for staff training and assessing in the
plumbing and gasfitting, and drainlaying sectors; a requirement for policy and
procedure for continuing to meet requirements of current licence in relevant
trade was added; and a requirement for policy and procedure in relation to
staff meeting diverse learner needs was also added.
- Criterion 4 requirement was added to
ensure that literacy and English language proficiency entry requirements were
met.
- Criterion 6 requirement in relation to
the accredited organisation's responsibility for workplace training was
expanded to include arrangements for reporting of credits.
- Criterion 7 requirement for engagement in
external moderation was removed because it was covered by the Moderation
Information section.
MODERATION INFORMATION (MI)
Moderation System
- Roles and responsibilities were clarified
and position descriptions were removed.
- References to the Roofing Advisory Board
(RAB) were removed as AMAP 0227 now covers standards in the Roofing
domains.
- The National Moderation Review Panel
(NMRP) has been disestablished. ITO Board members, ITP New Zealand and
accredited organisation representative, the National Moderator and ITO
representative were replaced by the Quality Manager and an Industry Moderation
Group.
- The Annual Moderation Planning Forum was
replaced by a meeting of the Quality Manager and Industry Moderation Group
which will select unit standards for moderation.
- The requirement for active accredited
organisations to submit an annual assessment plan from which the ITO will
arrange moderation of the standards selected for moderation for the year was
added.
- Clarification was provided that
pre-assessment moderation by the ITO was required except where the ITO's
assessment materials were used, and that where pre-assessment was required the
ITO would provide the service for the fee stated.
- The requirement of three assessed samples
for post-assessment moderation was added.

- Charges for moderation activities were
introduced.

were added.
Appeals
- An appeals process was added.
