Summary of review and consultation process

 

The standards listed above have been reviewed before their planned review date to align with a current qualification review and the development of new unit standards.

 

Part of the qualification review involved considering the level, credits, and domain of all unit standards within the National Certificate in Roofing (Installer) with strands in Concrete Roof Tiling; Metal Roofing and Cladding; Metal Roof Tiling; Membrane Roofing; Liquid Membrane Roofing; Torch on Membrane Roofing; and Shingle Roofing; and with optional strands in Translucent Roofing; and Foreperson [Ref: 0375].  As a result, credits in some of these standards have increased to better reflect the time spent learning, the time taken to practise the required outcomes so that performance is repeatable and to the required standard, the time taken to gather and provide evidence for assessment purposes, and the time taken for assessment to take place for all the outcomes in the specified contexts.

 

Thirty-one new standards were developed to provide companion theory unit standards for those already registered practical standards, to reflect the stages in skill development leading up to independent installation at Level 4, and to make explicit skills and knowledge that were previously only implied.

 

The consultation process was undertaken by the Roofing Advisory Board, whose representatives covered the different specialist strands in the reviewed qualification.  The standards were developed and edited in approximate alignment with the resource material that had been recently reviewed by the same group.  A series of structured meetings and teleconferences were held over a time period of about a year to get feedback about the content accuracy, scope and relevance.  The standards were then progressively checked and refined as a result of the feedback sessions.

 

In addition, as the result of the reclassification of other standards from the Concrete Roof Tiling domain to the Roofing domain in August 2008 the Concrete Roof Tiling domain was left empty.  As indicated in the review report for those standards, which can be found under the Review Summaries (http://www.nzqa.govt.nz/framework/updates/summaries.do) on the NZQA website, the domain has been designated lapsed.

 

Main changes resulting from the review

 

·       Titles for unit standards 10809-10812, 10814 and 10815 were changed.

·       Credits for unit standards 10810-10812, 10814 and 10815 were increased.

·       Thirty-one new standards were developed.
