The New Zealand Horticulture Industry Training Organisation (NZHITO) has completed the revision and review of the qualifications listed above.

Reason for the revision

 

The qualification was re-published to reflect the addition of the Vegetable Production strand to the level 4 qualifications.

Version 6 of this qualification was published to reflect the addition of the Vegetable Production strand to the National Certificate in Horticulture (Level 4) with optional strands in Amenity Horticulture, Fruit Production, Landscape, Nursery Production, and Viticulture [Ref: 1014] and the National Certificate in Horticulture (Advanced) (Level 4) with strands in Amenity Horticulture, Fruit Production, Landscape, Nursery Production, Production Horticulture and Viticulture [Ref: 1015], and update the qualification pathway diagram to reflect this addition and the registration of two new qualifications, the National Certificate in Horticulture (Practical) (Level 1) [Ref: 1470] and the National Certificate in Horticulture (Level 3) with an optional strand in Cemetery [Ref: 1471].

Summary of review and consultation process

 

NZHITO, in conjunction with the Vegetable Production industry advisory group, has recently reviewed and developed standards for the Vegetable Production sector of the horticulture industry, and packaged these standards into a strand for this sector.  The National Certificate in Horticulture (Advanced) (Vegetable Production) (Level 4) [Ref: 1015] replaces the expiring National Certificate in Horticulture (Vegetable Production) (Level 4) [Ref: 0089].

 

Two other expiring qualifications, the National Certificate in Horticulture (Forest Nursery Production) (Level 4) [Ref: 0425] and the National Certificate in Horticulture (Floriculture) (Level 4) [Ref: 0087], are no longer achievable due to the expiry of many of the standards listed.  They have been replaced by the National Certificate in Horticulture (Advanced) (Vegetable Production) (Level 4) [Ref: 1015] as well, however some of their requirements have also been incorporated into the National Certificate in Horticulture (Level 4) with optional strands [Ref: 1014].

 

A review has also been completed for standards 1668, 1669, 1674, and 1675 in the Amenity Horticulture domain.  The details of these standards have been updated.

 

Two new qualifications have been developed to provide exit points in training for people at levels 1 and 3.

 

The focus of the level 1 qualification, the National Certificate in Horticulture (Practical) (Level 1) [Ref: 1470], is on the acquisition of basic skills in the area of horticulture that a person is employed in, and is targeted at contractors and seasonal workers and others entering the horticulture industry.  The basic skills covered, in addition to horticulture, may include health and safety, Growsafe, and use of chainsaws, tractors, ATVs, and forklifts.  It is also an extension to the entry level options of the qualifications pathway that Horticulture ITO have been developing over the last 5 years.  On completion people will be able to carry out repetitive and familiar practical tasks under direct supervision.  This qualification is not generally designed for schools; however there may be some schools with the resources and relationships with local employers who can look at offering it as part of a Gateway programme.  NZHITO are working on a joint land-based qualification for schools with the Agriculture ITO and FITEC, with the intention to develop supporting resources.

 

The level 3 qualification, the National Certificate in Horticulture (Level 3) with an optional strand in Cemetery [Ref: 1471], was developed for people with some experience in the horticulture industry, and focuses on further building their basic skills and knowledge in the area that they are employed in.  On completion people will be able to apply their skills and knowledge to carry out familiar tasks under general supervision.  In addition to specific horticulture skills the standards achieved may include the use of chainsaws, forklifts, tractors, motorcycles, and All Terrain Vehicles (ATVs).

 

Main changes resulting from the review

 

Amendments have been made to all of the above qualifications to take into account the development of a new strand (Vegetable Production); and the extension to the Pest Management Elective of the National Certificate in Horticulture (Advanced) (Level 4) with strands [Ref: 1015] to include standard 19932.

 

The National Certificate in Horticulture (Forest Nursery Production) (Level 4) [Ref: 0425] has been integrated into the Nursery Production strand of both level 4 certificates [Refs: 1014 and 1015], and the National Certificate in Horticulture (Floriculture) (Level 4) [Ref: 0087] has been integrated into the Production Horticulture strand of the Advanced level 4 qualification [Ref: 1015].
