The Forest Industries Training and Education Council (FITEC) has completed the review of the qualifications listed above.

 

Replacement qualifications

 

National Certificate in Furniture (Level 2) with strands in Introductory Furniture Finishing Skills, Introductory Furniture Making Skills, and Introductory Upholstery Skills [Ref: 1502]

National Certificate in Furniture (Level 3) with strands in Finishing, Machine Operator, Interior Fitments, Free Standing Furniture, Frame Making, Upholstery, Upholstery Cutting, and Upholstery Sewing [Ref: 1503]

National Certificate in Furniture (Level 4) with strands in Furniture Design and Markets, Craft Finisher, Machine Setter, Furniture Maker, Advanced Upholstery, and Computer Numerical Controlled Machinery (CNC) [Ref: 1504]

The next qualification review is planned to take place during 2014.

 

Summary of review and consultation process

 

The NZ Furniture Industry Training Organisation merged with the Forest Industries Training and Education Council (FITEC) with effect from 1 January 2007.  FITEC now have standard setting responsibility for the furniture industries.

 

FITEC undertook significant consultation with furniture manufacturers during 2007 to determine future skill requirements of the industry.  As a result of this consultation process it was clear that new qualification structures were required by the industry.

 

A steering committee was convened in February 2007 to establish an overview for suitable qualification structures.  Technical Advisory Groups were then established in each key technical area, to work with FITEC on the review and development of unit standards to fit within the new qualification structure.  These groups were also used to develop the detailed content of the core skills and specialist strands.

 

Main changes resulting from the review

 

The reviewed qualifications have been designated as expiring and have been replaced by three stranded qualifications (one each at levels 2-4).  As a result of this review, and the recent review of Furniture unit standards, the replacement qualifications are significantly different from the expiring qualifications.

Transition

 

The final date for entry in to programmes of study leading towards any of the replaced qualifications is 31 December 2009.  People currently enrolled in programmes of study leading towards any of the replaced qualifications have until 31 December 2013 to complete the assessment requirements for that qualification.

 

There are substantial differences between the new and replaced qualifications.

 

The replaced qualifications will continue to be recognised by industry and there is no requirement for existing holders to complete the new qualifications.

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence
