Summary of review and consultation process
The qualifications review was initiated by the NZQA Business and Management Advisory Group in 2004 which considered the review in conjunction with a project to restructure some classifications within field Business. The review was conducted in response to sector feedback indicating that structural change to the qualifications, particularly in the National Diploma in Business (Level 5) [Ref: 0783] and in the National Diploma in Business (Level 6) [Ref: 0784], was needed to remove barriers to achievement, and to better meet the wide-ranging needs of people working across the business sector.
Expressions of interest in review outcomes and feedback on qualifications were invited from stakeholder groups. These groups included employers from small and large businesses, secondary and tertiary providers, moderators, workplace assessors, business associations and networks (such as New Zealand Institute of Chartered Accountants, New Zealand Institute of Management, Business New Zealand), industry training organisations, and relevant government agencies.
The qualifications review panel reconvened early in 2006 once reclassifications within field Business had occurred and the review and reclassification of standards in the First Line Management domain were completed. Review panellists included representatives from workplace assessors, tertiary education providers, the Industry Training Federation, qualifications consultants, the Association of Administrative Professionals New Zealand - Te Kawarangi, and the Māori Business and Management Whakaruruhau.
Stakeholders were consulted several times between 2006 and 2008 and approximately 320 groups and individuals were included in the consultation. All feedback received was considered by the review panel, and informed the final drafts of the replacement qualifications. There is an evident need for qualifications targeted at people in, or aspiring to, high-level roles in business.
This extensive consultation resulted in the review panel's endorsement of:
· the designation of the National Certificate in Business (Level 4) [Ref: 0782] as expiring; and
· the replacement of the National Diploma in Business (Level 5) [Ref: 0783] and the National Diploma in Business (Level 6) [Ref: 0784] with the two qualifications listed above.

This qualification was designated expiring due to a lack of demand from across the business sector. It has seldom been awarded in the last five years and feedback from the sector did not show significant support for retaining it.

There are substantial differences between the new and replaced qualification in terms of structure but only minor changes in requirements. Changes include:
· optional strands were included in the new qualification
· total credits required was changed to 120 credits at Level 4 or above of which a minimum of 96 credits are at Level 5 or above from 120 credits at Level 5 or above.

· minimum credits required at Level 6 or above was reduced from 80 to 72.
Transition
The final date for assessments to take place for the expiring National Certificate in Business (Level 4) (Introductory) or (Intermediate) [Ref: 0782] is December 2013.
People currently working towards version 1 or 2 of the two replaced qualifications [Ref: 0783] and [Ref: 0784] may choose to complete that version or transfer to either of the two replacement qualifications (see above) as relevant to their circumstances. The final date for assessments to take place for either version of both these expiring qualifications is December 2012.
It is not intended that any existing candidates are disadvantaged by the review of these qualifications. However, anyone who feels disadvantaged should contact the standard setter:
