Summary of review and consultation process
The above qualifications were due for review. An advisory group, composed of horizontal directional drilling (HDD) practitioners and leaders, met twice during 2007 to review these qualifications and associated HDD-specific unit standards to make them relevant to industry needs and developments. Proposed changes were circulated to, and commented on by, advisory group members, fellow HDD practitioners, and associates. Feedback from this consultation was incorporated into the review. As a result a new qualification with strands was developed to replace the qualifications, which better meet the needs of the HDD sector of the industry.
InfraTrain New Zealand has confirmed that all of the existing candidates will be informed of this review. The last date for assessments to take place has taken into account their progress to date and allows sufficient time for them to finish.
Main changes resulting from the review
The two qualifications have been replaced by a new qualification with strands that cover the Driller, Tracker, and Site Controller (or Supervisor) functions of the replaced qualifications.

There are substantial differences between the new and the two replaced qualifications. Changes include:
· standards 5627-5629, 6436, 6452, 6454, 6467, 6470, 6472, 6475, 6476, 6478, 6479, 8559, 17327, 19675, 20479 and 20483 are not included in this qualification, but candidates credited with these standards may use them to count towards satisfying the credit requirement of the Elective section
· standards 20480 and 20481 are included in the Compulsory section of this qualification
· standards 6400-6402 are included in the Elective section of this qualification
· standards 16703 and 20484 are included in the Driller strand of this qualification
· standard 20485 is included in the Tracker strand of this qualification
· standard 20482 is included in the Site Supervisor strand of this qualification.
Transition
This qualification replaced the National Certificate in Civil Construction Works (Horizontal Directional Drilling) with strands in Driller, and Tracker [Ref: 1081] and the National Certificate in Civil Construction Works (Horizontal Directional Drilling Site Controller) [Ref: 1082]
People currently working towards either of the replaced qualifications may complete the requirements for that qualification or transfer their results to this qualification. Candidates intending to complete either of the replaced qualifications must gain credit for expiring standard 6454 by 31 December 2010. Candidates intending to complete the National Certificate in Civil Construction Works (Horizontal Directional Drilling Site Controller) [Ref: 1082] must also gain credit for expiring standard 8559 by 31 December 2010.
The last date for assessments to take place for the remaining standards in the replaced qualifications is 31 December 2011.
As barriers to completion may be present in a replaced qualification, and because the replacement qualification is designed to consider recent, and possible future, industry requirements and trends, individuals currently enrolled in a replaced qualification should check the degree to which the standards they have achieved satisfy the requirements of the replacement qualification, and consider transferring to it.
People who hold a current T driver licence endorsement are exempt from the requirement for the standard specified below. They are required to pay the credit fee associated with the standard and must apply for the exemption through InfraTrain New Zealand who will process the applications in accordance with the following table and forward the results and fees to NZQA for processing. The exemption must be applied for on the application form in the Appendix.
