National Certificate in Compliance and Regulatory Control (Animal Control) (Level 4) with an optional strand in Animal Shelter [Ref: 0533]
The Local Government Industry Training Organisation (LGITO) has completed the review of the qualifications listed above.
Date new versions published March 2009
The next qualification review is planned to take place during 2012.
Summary of review and consultation process
The qualifications needed updating to account for name changes, increased credit values, and expired standards in the elective section of Q[Ref: 529].
Feedback from the industry indicated that the qualifications no longer met the needs of the industry and required updating.
LGITO has consulted with the following stakeholders:
for Animal Control - The New Zealand Institute Animal Control Conference, the New Zealand Institute of Animal Control Officers, and the Animal Control Advisory Group and Councils; Local Authorities
for Pest Plant Control - the Pest Plant Advisory Group, Pest Plant and Biosecurity personnel from Regional Councils, Councils, Biosecurity Magazine.
Main changes resulting from the review
In the National Certificate in Compliance and Regulatory Control (Pest Plant Control) (Level 4) [Ref: 0529], feedback from stakeholders indicated that standard 4244 was no longer suitable for the qualification and it was removed. New standards were included in the compulsory and the elective was removed.
Standards 11681 and 14377 in the National Certificate in Compliance and Regulatory Control (Animal Control) (Level 4) with an optional strand in Animal Shelter [Ref: 0533] were creating a barrier to obtaining the qualification as they were unobtainable as stand‑alone standards, so they were removed from the compulsory section and placed in the optional strand. Expired standard 5193 was replaced by standard 21380.

Changes to structure and content
· The credit requirement increased from 72 to 81.
· Standard 4244 was removed.
· Standards 21563, 21564, and 21770 were added to the compulsory.
· The elective section, containing standards 6243, 6244, 10898, and 14376, was removed as the standards have been designated expiring.
Transition
· People currently enrolled in programmes leading to the award of version 3 of this qualification may either complete that version or transfer to version 4.
· The last date of assessment for previous versions is December 2010.
· All new learners will be enrolled in the latest version of the qualification.

Changes to structure and content
· The credit requirement decreased from 69 to 65.
· Standards 11681 and 14377 were moved from the compulsory to the optional Animal Shelter strand.
· Standard 21380 replaced standard 5193.
Transition
· People currently enrolled in a programme leading to the award of version 2 of this qualification may either complete that version or transfer to version 3.
· The last date for assessment of versions 1 and 2 is December 2009.
· All new learners will be enrolled in the latest version of the qualification.
This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.
